WEST SECTOR CITIZEN’S COMMUNITY MEETING
OCTOBER 17, 2002
The meeting was called to order by Lieutenant Gary Weber, introductions were
made.

CRIME PREVENTION OFFICERS: Kurt Chapman -Beat 1, Bill Braun - Beat 2, Randy
Rolley -Beat 3, Kent Walker Beat 5, Bill Braun -Beats 4 & 6. Stats from
September 2002, comparable to the same timeframe September 2001 were reported,
with the last four months comparison.
OFFICERS OF THE MONTH: Officer’s Bill Braun, Kurt Chapman, and Kent Walker were
awarded for their several self-initiated prostitution details, which opened
leads to busting an on-going Meth Lab in Evansville. The “cook”, as well as
another subject, were arrested for an active meth lab in their home. Other
information was obtained leading to arrests in Posey County. Congratulations to
our West Sector Crime Prevention Officers. Lt. Weber proudly complimented his
entire West Sector Unit for their dedication, working well together, and being
very productive in crime prevention.
NEW BUSINESS: CB PROBLEMS - Bernadine Jones reported problems with “CB”
interference. Kevin Stalker stated that the FCC regulations are difficult in
enforcing “CB” users. In order to correct problems, expensive equipment for
broadcasting under the FCC is used in detecting the legality of the CB use.
Terry McCrarey iterated that an illegal use is when the amplifier is connected
between the CB and the radio. The amount of power then becomes a problem with
interference amplifying to surrounding appliances. Checking cable connections
with television and telephone could aid with their interference problems.
EPD CANINE UNIT - Deputy Chief Reed announced that the Evansville Police Canine
Unit finished in first place at the National Dog Competition held in Florida.
Our Canine unit only has six dogs, whereas most of the competing departments
have twenty dogs, “choosing their finest” to participate. The Canine Unit took
first place twice within the five years competing. This is a great honor to our
department and community. Congratulations to our Canine Unit.
WEED & SEED – Linda Jones announced programs initiated throughout the year.
Grant money was used on the following: Over 50 % of meth labs and drugs were in
the W&S areas, money was used for details and activities in fighting drug
problems; “Can Can” Project for cleaning up W&S neighborhoods; “Loc” (Lock Out
Crime) Project enabling elderly and low income individuals security for their
homes by installing new lock and bolt systems; Graffitti Program for painting
individuals garages / damaged areas. The Juvenile Department is involved in this
program, the juveniles working their community service; Concession trailer
reconstructed into a “Drug Trailer” used for details; and the “Gun Safety
Program” which begins next week. All of these programs are projected for the
targeted Weed & Seed areas where the Crime Prevention Officers are working with
Weed & Seed efforts to assist the neighborhoods.
Susan Kirk announced that the Regional Neighborhood Network Conference held in
Ft. Wayne, IN was attended by: Sergeant Thompson, CPO Randy Rolley, Linda Jones,
Mindy Niehaus, and representatives from the focus neighborhoods. Evansville will
be hosting the conference next year. The focus on the steering committee will be
sharing experiences with other cities. Criteria on funding, along with
highlighting the Evansville Police Department will be on the agenda. The
department is already known for being “heads up” above the other cities, and
Sgt. Thompson assures us that the police department will enhance the program by
incorporating their services as needed.
It was announced that Jim Gillenwater was one, out of a thousand Vietnam
Veterans from across the United States chosen to participate at a ceremony for
the Twentieth Anniversary of the Vietnam Wall to be held in Washington, D.C.
Congratulations to Jim Gillenwater for this great honor.
OLD BUSINESS:
Dan Armstrong handed out information on the assistance programs are offered for
low income residents -- CAPE at 425-4241 and HOPE, Inc. at 423-3169. Call the
Evansville Urban Enterprise Association at 426-2490 for carbon monoxide
detectors.
SUB-COMMITTEE REPORTS:
OHIO STREET WARNING LIGHT – No report.
NATIONAL NIGHT OUT – No report.
VIAL OF LIFE: Jim Gillenwater reported another 20,000 were ordered. Vials will
be distributed at the
Jacobsville Health Fair on November 9th.
THANK YOU Debbie Brown for making the wall hanging in commemoration of the
September 11th tragedy. It will be displayed in the West Sector Conference Room.
