WEST SECTOR CITIZEN’S COMMUNITY MEETING
SEPTEMBER 19, 2002
The meeting was called to order by Lieutenant Gary Weber,
introductions were made.

CRIME PREVENTION OFFICERS: Kurt Chapman -Beat 1, Bill Braun - Beat 2 (Officer
Hurt was out-of-town), Randy Rolley -Beat 3, Kent Walker Beat 5, Bill Braun
-Beats 4 & 6. Stats from August 2002, comparable to the same timeframe August
2001 were reported, with the last four months comparison.
NEW BUSINESS: Stephen Melcher was approached by Jim Gillenwater about locating a
Federal Detention Center on Claremont. Mr. Melcher asked Mr. Lockheart, who is
with Westside Improvement, and very knowledgeable of zoning issues, to attend
this meeting to address any questions and concerns. Qualities of America is a
non-profit/charitable organization working on finding a location for the
Detention Center. By being a charitable organization, they were able to file for
a "special zoning" classification, where there are no zoning restrictions
required for a Safe House/Community Corrections Facility. This "special zoning"
makes it difficult in controlling where a Safe House can be located. The
Claremont property was one of nine properties they looked at, but at this time
there are no plans on using that location.
OLD BUSINESS:
COMMUNITY SWEEP - Lieutenant Weber stated that most of the west sector
neighborhoods have been conducted, with the stats calculated from the two sweeps
completed since last months meeting. The West Sector Officers have successfully
completed six details, with a few more to be done before the end of the year.
Bob Miller suggested checking residential swimming pools for proper fences,
submitting these with the city ordinance violations. Dan Armstrong had city
ordinance information for fencing specifications required for swimming pools,
which he obtained through the Area Plan Commission. This suggestion will be
taken into consideration in conducting the final sweeps.
Dan Armstrong mentioned that furnaces should be checked, especially with the
recent earthquake damages. Assistance programs are offered for low income
residents -- CAPE at 425-4241 and
HOPE, Inc. at 423-3169. Literature for these programs are at the Sector Office
and from your Crime Prevention Officer.
SUB-COMMITTEE REPORTS:
OHIO STREET WARNING LIGHT - No progress reported.
VIAL OF LIFE: Jim Gillenwater reported there will be distribution of vials at
the Jacobsville Health Fair held on November 9th. at Delaware School from 9:00
a.m. to 1:00 p.m.
NATIONAL NIGHT OUT - Appreciation to everyone for a very successful year. Sam
Wentzel mentioned that he and Gayle Williams met with Mike Madriaga, Director of
Parks Department. They will initiate a joint meeting with the three sector
committee chairman's prior to the May Park 's Board Meeting, determining what
will be required from the Park Department for running National Night Out.

Terry explained there were internet limitations to the graphics being sent at

at Stringtown Library, will assist anyone viewing the website, if you don't have
access to the internet.
