WEST SECTOR CITIZEN’S COMMUNITY MEETING August 15, 2002 The meeting was called to order by Lieutenant Gary Weber, introductions were made. IN ATTENDANCE:
CRIME PREVENTION OFFICERS: Kurt Chapman -Beat 1, Scott Hurt - Beat 2, Randy Rolley -Beat 3, Kent Walker Beat 5, Bill Braun -Beat 4 & 6. Stats from July 2002, comparable to the same timeframe July 2001 were reported, with the last four months comparison. The new map was displayed of the new boundaries for the West Sector Beats. PRESENTATIONS: Captain Brad Hill presented the Officer of the Month for May. Congratulations to Sergeant Richard Blanton and Kyle Kassel, both officers work West Sector third Shift. National Night Out Certifications were handed out to all the Neighborhood Associations participating in 2002. Crime Prevention Officers, as well as the Chain of Command Officers for the West Sector were awarded certificates. Weed & Seed, Linda Jones and Safe Haven, Mindy Niehaus Coordinators, and Co-Chairmen, Gayle Williams and Sam Wentzel were awarded certificates. Additional certificates will be distributed by the CPO's throughout their beats for all the supporters of the West Sector's National Night Out. Shirley and Bob Miller printed each of these certificates, and Deaconess Hospital furnished all of the frames. A special thank you to Shirley and Bob for all their time spent in doing a great job towards initiating and printing close to 100 certificates, and to Linda for Weed & Seed furnishing the paper and ink, and to Gayle Williams for Deaconess furnishing the frames. A special thank you to Terry McCrarey for the supplying west sector photos, and the wonderful presentation of NNO pictures and sounds -- take a look!! http://www.geocities.com/neighborhoodwatch_evin NEW BUSINESS: Deputy Chief Reed announced that the Commission on Accreditation for Law Enforcement Agencies, Inc. requires agencies to meet standards in four basic areas: policy and procedures, administration, operations, and support services. As a part of the on-site assessment there will be a public information session on Tuesday, September 10, 2002 at 7:00 p.m. This session will be conducted in the City Council Chambers located in Room 301 of the Civic Center. Anyone wishing to submit written comments to CALEA about the Evansville Police Department may send to the -- Commission on Accreditation for Law Enforcement Agencies, Inc., 10306 Eaton Place, Suite 320, Fairfax, Virginia 22030-2201. LOCK OUT CRIMINAL'S PROGRAM - Deputy Chief Reed reported that Weed & Seed purchased several thousand dollars worth of dead bolt and entry lock systems for elderly and people who could not afford a good locking mechanism on their homes for protection. The West Sector CPO's will go in certain areas and visit homes that have had repeated problems. The crime prevention officers will determine if their locking systems are in need of new locks, and give suggestions on making their homes safer. Weed & Seed is funding the program, with Officer Rolley purchasing the locks, as well as organizing this program with Linda (W&S). COMMUNITY CLEAN-UP SWEEPS - Sergeant DJ Thompson mentioned there have been several sweeps done within the west sector beats. Generating stats and explaining distribution of these stats to the appropriate city agencies. The West Sector has initiated a "Knock and Talk Detail". The crime prevention officers, along with the narcotics department, will be checking on multiple complaint calls that filter into the department within the west neighborhoods. CPO's will approach homes, knock on doors, and talk to residents -- convincing them to enter and search their homes, because of numerous complaint calls. Communication went well, with some arrest and confiscated surveillance equipment, drugs, paperwork of records buying and selling -- which in turn leads to other contact leads. This detail has proven beneficial and will continue throughout the year. The new maps for the West Sector Beats are completed. OLD BUSINESS: RAILROAD TRACKS - Lieutenant Gary Weber reported that he spoke with Roger Hempfling concerning the tracks on Stringtown and Garvin. Mr. Hempfling wrote a letter, along with attached photographs to the Midwest Regional Engineer Dept. Concerns of railroad track deterioration that need repair or major upgrades. Tracks including the old L&N wooden railroad crossing ties around the Evansville Terminal, Garvin Street crossings, old city belt line Governor Street crossing, and the Barker Avenue crossings. Mr. Hempfling was not able to attend the meeting, but he will continue to help with our concerns. Steve Melcher approached Rose Sigenfus to notify Indot to assist with several crossings in need of improvement. One of the State Inspectors with Indot coming soon to Evansville, will assess the crossings in terms of compliance with state code and follow up with appropriate state regulatory enforcement action. SUB-COMMITTEE REPORTS: OHIO STREET WARNING LIGHT - Steve Melcher checked with Pete Swain, Board of Public Works. Original flashing lights are now under proposed plans, and hopefully will be done yet this year. VIAL OF LIFE: Gayle Williams reported that around 300 vials were passed out at the National Night Out. NATIONAL NIGHT OUT: Gayle distributed evaluation sheets on opportunities to assess and improve the NNO event. There will be a follow-up meeting with the committee, requesting that these sheets be handed in at this meeting or at the final committee meeting on August 21st. Tremendous efforts and unity was contributed this year, and everyone was greatly appreciated. Lieutenant Weber mentioned that everyone's willingness and efforts in this years involvement was overwhelming. The committee members were throughout the year to brings things together, and we all shared in seeing their work rewarded at this years National Night Out. Gayle Williams wanted to express thanks to all the CPO's for doing such a large job in the past, and hopefully with the continuance of a committee, will alleviate some of this work. Having representatives from each neighborhood, made it a pleasure to work together to accomplish a wonderful National Night Out. Thanks to all of our supporters, we could not have done this without everyone helping to make this a very successful National Night Out for 2002.
