Westside Improvement Association
Board of Directors Meeting

Wednesday, September 26, 2001
Red Bank Branch Library

President Paul Farmer called the meeting to order at 11:30 a.m.

Attending:     Basden, Bill; Basden, Marge; Berning, Dot; Cleek, Linda; Farmer, Paul; James, Shirley; Kolb, Bonnie; Musgrave, Shelby; Padget, Fred; Poag, Terry; Sensmeier, Bernice; Wallenmeyer, Loretta; Wentzel, Sam

Secretary's Report: Minutes of the August general membership meeting were approved by consensus.

Treasurer's Report: Bernice Sensmeier presented the August report. A discussion of the need for an accurate, up-to-date membership list followed. Sensmeier and Cleek are both working on updating the list. There several new members have joined as a result of the Schutte development issue.

Traffic Reports were distributed.

Parks Committee Report: Shirley James and Sam Wentzel brought a motion from the Parks Committee that WIA purchase (for $2,000) a parcel of land in the Western Terrace neighborhood with ownership to be transferred to the David Dale Owen Land Trust as soon as that organization receives its 501 (c) 3 status. This is the land that was offered to the city Parks Department and refused by them. The Western Terrace neighborhood association agrees to maintain the land (which has never been developed) as a nature preserve. Discussion followed in which several board members expressed concern about liability to WIA during whatever period we might hold deed to the land. It was decided to hold the motion until the October meeting and during the interim to ascertain 1) how soon the Land Trust may receive its not-for-profit status; 2) what liability might be incurred by WIA; and 3) what method would be best used for acquiring and transferring the land.

Fall Festival Committee: Bonnie Kolb & Fred Padget reported that the menu and prices will be the same as last year and that Padget, Bill Basden, and others will get the booth ready and set it up on Sunday morning. Several shifts are still short a number of workers. Anyone able to work or suggest others should pass that information on to Padget as soon as possible.

Bill Basden moved that WIA transfer ownership of the old Fall Festival booth to George and Bonnie Kolb. Linda Cleek seconded the motion, which passed without opposition.

Sheriff's Report: Steve Bequette reported that the summer of 2001 was one of the busiest ever and that the VCSO is now getting back to full strength after several retirements.

Web Site/Media: Padget suggested that photos of west side landmarks and beautiful or interesting localities would be a positive addition to the web site. Several members had suggestions as to possible photos. Cleek agreed to create such a section but will need the members to provide pictures that can be scanned or in digital format.

Schutte Road Development: Padget reported on the current status of the rezoning petitions, details of which may be found on the web site. The commercial rezoning petitions come before the Area Plan Commission on October 3 and before the County Commission on October 15. The revised residential petition will be heard no sooner than November. Farmer commended Padget for his "yeoman's work" on the Schutte development project. Marge Basden remarked that we need to find a way to keep the Schutte neighbors active in WIA after this issue has passed (if it ever does). Farmer reported that several of the Schutte neighbors attended the September 8 Town Hall meeting on Land Use and plan to participate in the revision project for the area Comprehensive Plan in the coming year.

President's Report:
· Farmer has received several calls about the school redistricting plans. He has referred callers to the school board members from western Vanderburgh County.
· Recent Board of Zoning Appeals actions have been on noncontroversial issues.
· WIA needs to monitor actions on sign variances as several have been granted recently.
· Reitz and Mater Dei High Schools have been sent letters requesting that each school submit three nominees for WIA scholarships by October 15. The WIA scholarship committee will select a winner from each school.
· UNOE is scheduled to vote on acting as sponsor for future Town Hall meetings tomorrow.

Announcements:
· Loretta Wallenmeyer reported that Farm Bureau will cosponsor the Town Hall meetings.
· Martha & Al White are moving to the north side. Martha may need to be replaced as chair of the calling committee.
· The Nominating Committee is chaired by Shelby Musgrave and includes Wallenmeyer and Doris Eicher. They will have a slate to present at the October meeting.

The meeting was adjourned at 12:50 p.m.

Respectfully submitted,

Linda Cleek, Secretary

Next meeting: Wednesday, October 24, 11:30 a.m. at Red Bank Branch Library
