Board Meeting
Wednesday, September 29, 2004

President Fred Padget called the meeting to order at 4:05 p.m.

Secretary’s Report: Minutes of the August meeting were deferred for approval
until the October meeting.
Treasurer’s Report: Bernice Sensmeier presented the treasurer’s report. Fred
Padget presented some information about WIA’s financial background for the past
six years. Total account balances for each of those years showed the
following approximate gains:
1997-1998 $5,800
1998-1999 $4,800
1999-2000 $4,100
2000-2001 $5,000
2001-2002* $1,200
2002-2003 $2,000
*Payment doubled for Fall Festival permit. Paid current year plus year in
advanced.
President’s Report:
- Candidate’s night was not attended as well as hoped but was successful.
- Unification Committee will hold two additional public meetings:
- Monday, October 11, 7 p.m., USI, Health Professions Building, Mitchell
Auditorium
- Tuesday, October 12, 7 p.m., U of E, Hyde Hall, Room 126
The four committees have been asked to make recommendations and then ask
for public input at these meetings. Actually, the plan is for the committees
to present options.
- United Neighborhoods of Evansville (UNOE) is putting together a PowerPoint
presentation to present at the Spark Plug dinner. UNOE is asking neighborhoods
to pull together some of their photographs of positive things going on around
the neighborhoods. These items need to be submitted to UNOE by October 1.
- The Spark Plug dinner presents awards to individuals who do an unusually
good neighborhood project. The dinner will be on Friday, November 12, at 6
p.m., at the Executive Inn. Reservations need to be made by November 1. The
cost is $5 per person.
- WAVE (Water Awareness for the Vanderburgh Environment) is meeting
Wednesday, September 29, 3:30 p.m., at Soil and Water Conservation District
conference room.
- Sustainable Evansville has gathered data about growth patterns in
Vanderburgh, Warrick, Gibson, and Posey counties. The data has been compiled
and interpreted in a PowerPoint presentation. The organization is now holding
three informal presentation/discussion sessions about the future of the
four-county region. These presentations will be held at the following places
and times.

USI HP 1025 October 12 6:30-9 p.m.
- Warrick County
Boonville Library November 30 5:30-8 p.m.
- Law Enforcement
- No law enforcement report at this time
- WIA has had no representation for a while—reason unknown.
Announcements and Comments
- Shirley James said that Wayne Bernhart thinks he is on the board. James
said she feels we may want to ask a representative from some of the larger
industries to sit on the board. James reported that in the past, the larger
industries in the Westside were represented.
- Dot Berning thinks WIA may need a membership chairman for WIA’s general
membership drive.
2005 WIA Board of Directors Candidates
- Cards need to be sent out to the Board of Directors members to see if each
person wants to continue.
- The cards need to be designed so respondents can check either “yes” or
“no.”
Annual Meeting Awards
- WIA annual meeting will be Thursday, November 18, at the Old Mill
Restaurant.
- At the next board meeting, October 27, members need to discuss any kind of
awards that will be presented at the annual meeting. These awards should
reflect a public service or special deed someone has done for the area.
Fall Festival Preparations
- Bonnie Kolb explained that the captains for that week need names of people
who will work the various shifts.
- Fred Padget suggested that a flier be sent to all members explaining that
the organization may need help on certain days.
- Kolb stated that the booth will have water thanks to Mike Folz, Pet Foods.
Mr. Folz said WIA could also utilize the store’s parking lot.
- Kolb stated that the “chopstick”—pork chop on a stick—will be added to the
menu.
- Dot Berning wanted to know if using the grill for both the Italian
sausages and the pork chops is going to work.
- Bill Harty said that a small George Foreman will cook the pork chops
quickly.
- Kolb said she feels the sausages should be included because they are a
proven seller. She noted that if the “chopstick” does not make it, we can
always fall back on the Italian sausage.
- Kolb said that Mr. Simmons, Shyler’s Bar-B-Q, said previously there would
be a 30 percent increase in cheese and butter for the baked potatoes, but that
figure finally came down about 18 percent.
- Padget stated that volunteers are needed to help setup the booth on Sunday
before and break down the booth on Sunday after the festival.
- Padget also mentioned that new signs need to be made for the new menu
items and prices.
- Padget noted that a decision still needs to be made about the soft drinks.
Committee Reports
- Land Use. Padget and Lockard reported
- The Area Planning Commission’s Comprehensive Plan is being submitted to
the City Council for final hearing next Monday, September 27.
- Padget and Lockard sent comments to IDEM and DNR about Dennis Owens’
Rosenberger Avenue project and Gene Hahn’s development behind Backyard
Burger. Currently both developers have been staying out of the creek beds.
- Welborn Clinic will be moving to Pearl Drive. Lockard is trying to keep
an eye on the development of this project.
- Eight downtown associations are meeting with the Greg LaMar, Front Door
Pride Program, on September 30 to focus on downtown neighborhoods. Mr. LaMar
is also the executive director of the Department of Metropolitan
Development.
- Transportation. Padget reported
- Evansville Urban Transportation Study (EUTS) recently published the
Transportation Improvement Program (TIP). The program specifies projects for
the next two years and then projected out.
- The September WIA newsletter has an extensive article about road
projects on the Westside.
- Padget requested that EUTS include the five-point intersection at Hogue,
Mt. Vernon, and Tekoppel in its Transportation Improvement Program.
Although, that request was rejected.
- Scholarships. George Thompson stated that the scholarship program is
becoming well known as students from Mater Dei have been asking for WIA
scholarship applications. Padget asked Thompson if he has records of
scholarship winners. Thompson replied that he had some. Padget said that
possibly WIA could recognize past scholarship recipients and find out about
their careers by inviting them to the dinner meeting. Berning suggested
inviting these winners to the evening the scholarship is awarded or possibly
the picnic since the annual dinner meeting is already filled with event
items.
- Pollution and Conservation. Trena Roedel reported that Dave Elgin, RC&D,
is on medical leave and should be back in the office on Monday, September 27.
He feels he can start on the new park project in October. Roedel said she
would report information from the October meeting with Elgin at the next board
meeting.
- Parks. Shirley James reported
- City will not use $400,000 for maintenance of Westside Nut Club Park;
the money will go for Greenway. This allocation should be enough money to go
from the Casino to West Franklin.
- The new location for the basketball stadium will be between the Nut Club
warehouse and Maryland Street. Consequently, a large sewer line needs to be
moved—this project will cost too much money. James will have more to report
on this item after November.
- Picnic. The membership picnic was a success. Sixty WIA members and their
guests attended on Saturday, August 14, at Burdette Park. The organization
gained six new members. A wonderful program about the park’s history was
presented by Shelby Musgrave. Bill Murphy, maintenance employee, who studies
Burdette Park history, helped Mr. Musgrave with the presentation.
