Board Meeting

President Fred Padget called the meeting to order at 4:03 p.m.

Secretary's Report: Minutes of the July meeting were approved on a motion by Sam Wentzel and a second by Shirley James.

Treasurer's Report: Treasurer Bernice Sensmeier gave the report and stated WIA has 72 members paid through the end of August and has received another 17 so far in September, bringing the 2003 total to 89 to date. This compares to 132 for all of 2002.

President’s Report: Padget distributed copies of his report. Highlights include:

  • Padget has two copies of the extensive written Q & A posed to all city political candidates. They are available for review.

  • UNOE is sponsoring a Candidates’ Night on September 25.

  • The Soil and Water Ordinance transfer of power from the Vanderburgh County Soil and Water Conservation District to the County Engineer’s office is proceeding.

Association Announcements: Dot Berning reported that the Mt. Auburn Neighborhood Association will be sending two people to the Regional Neighborhood Association Conference in October.

Law Enforcement: Linda Cleek attended the September West Sector meeting and reported:

  • National Night Out was another great success and is being nominated for another national award.

  • Once again, the train-on-track signals for Ohio Street were discussed. This time they are supposedly in the budget and will be installed early in 2004.

  • Vandalism remains the most frequent crime in the West Sector.

  • A good example of the importance of community policing and citizen committees is the addition of turn lanes as part of the First Avenue construction. This came about because police officers new City Councilman Melcher as a result of his attendance of West Sector meetings.

Action Items:

  • Dues for 2004 – After some discussion James moved that we retain the same dues structure as used in 2003. Bill Harty seconded and the motion passed without opposition.

  • Records Move – Steve McAllister needs to have WIA files removed from his office by the end of the year. Greg Hager, director of Willard Library, had offered to house the records at Willard provided they are properly organized before delivery. Cleek offered to contact Hager to make sure the Willard offcer is still in effect and will help with the organization and removal of the files later this fall. Padget asked that anyone interested in helping let him know.

  • Annual Awards – Board members are asked to think about possible recipients for the following awards so that selections can be made at the October board meeting.

    • Environmental Excellence (James suggested Rick Obenshain)

    • Governmental Excellence

    • Outstanding Board Member

Committee Reports:

  • Pollution and Conversation – Trena Roedel reported:

    • Tire Amnesty Day will be held Satuday, October 11, 8-12 at the Civic Center parking lot. Individuals may bring up to four tires at no charge with a $1/tire fee for five and up. Neighborhood Associations may bring an unlimited number of tires at no charge but need to contact the Solid Waste District ahead of time.

    • Plans continue for the small park along Carpentier Creek proposed by developer Dennis Owen.

  • Transportation – in the absence of Jim Gillenwater, Padget reported on the recent EUTS crash analysis study. A copy is available, as well as more information on the WIA Web site. Construction on the Eickhoff-Koressel connector road is scheduled to begin in December.

  • Fall Festival – Bonnie Kolb and Padget outlined assistance still needed for set-up and shift workers.

  • Parks – James reported:

    • The Union Township Betterment Association has disbanded and sent a donation of $116 to WIA in appreciation of its work to secure an overpass for Union Township.

    • She has a copy of the history of Burdette Park available for anyone to see. She is very impressed with the new Discovery Center.

    • The Evansville Parks Foundation and Howell Park Booster Club are holding a joint fundraiser, Howell-o-ween Glow Golf, on October 24 and are seeking sponsors. The title sponsorship is $1,000; holes may be sponsored for $50 each. Kolb moved WIA sponsor a hole for $50, Cleek seconded. During discussion an amendment was offered to make it two holes for a total of $100. Kolb accepted the amendment which was seconded by Berning and passed without opposition.

    • Westside Youth Soccer Club is working on improvements at Moutoux Park. The electrical improvements will be completed this year; additional work will be completed in 2004 and beyond, with the City budgeting $60,000 for 2004 work.

    • Progress continues on the Pigeon Creek Greenway Passage.

    • Work on the Lloyd Expressway will cause the closing of Westside Nut Club Park. Its replacement will be in part of the old Bristol-Myers Squibb parking lot at the Lloyd and St. Joe Avenue.

  • Scholarships—George Thompson reported the committee would like to increase scholarship amounts to $1,500 or $2,000 starting in 2004. The issue will be discussed at a future meeting.

The meeting was adjourned at 5:30 p.m.
