Westside Improvement Parks Committee Meeting
DATE: February 19, 2003
TIME: 4:30 P.M.
PLACE: West Franklin Library – West Franklin St.
PRESENT: Shirley James, John Pease, Glenn Boberg, Terry Poag,
Kristin Moran, Carol Carithers, Dan Clancy, Terry Kulenkamp, Sam Wentzel
GUEST: Gino Gott
MINUTES: January minutes were read. Glenn Boberg registered an objection
regarding verbage concerning the Park’s Foundation retorts to the Westside Youth
Soccer Club. James indicated that was how it was presented at the meeting. She
asked the committee if they wished to amend the minutes. They voted to approved
the minutes as written. Minutes were approved as written by the majority with
two members opposing.
Moutoux Park: After much discussion, priorities were established for Moutoux
Park improvements. The Westside Youth Soccer Club decided their priorities are
as follows:
1. Drainage is the first priority. Mr. Gott indicated they wished to stop the
flow of the water from the creek onto the fields and was suggesting some tree
removal. The issue was raised about tree removal in the floodway. Shirley James
indicated any work done in the floodway definitely had to have the approval of
the Department of Natural Resources and must require a permit. Westside
Improvement insists on attention to the law. She also said the Club might get a
donation of PVC from a firm interested in donating. She would get the name and
telephone number of the firm and forward it too Mr. Gott.
2. Building the fields up are the next priority.
3. The parking lot is third. Shirley James indicated she had talked to Robin
Hayes about the issue. She felt the Evansville Parks Foundation might be
receptive to using the Moutoux foundation money for this. However, Robin Hayes
did emphasize they are limited to very definite limits set by the will as to the
use of these monies.
4. Lights are last. Shirley James indicated the reason the lights that were
donated are not acceptable to the Parks Foundation and Parks Dept. are they are
not halogen lights. The Parks Dept. is converting all lights in the parks system
to halogen and would have no way of maintaining the old-style lights.
Howell Outdoor Interpretive Center: Kristin Moran reported the committee formed
to support planning for the Howell Interpretive Center was looking at doing the
center in segments to get something on the site and keep costs down.
She also expressed a need for funds for newsletters etc. They need any amount
they can get. Shirley James asked if their grant project concerning the erosion
problem at the ponds was still on for August. Kristin indicated it was still
planned. James then stated the $450 pledged by WIA for that project might be
utilized for the newsletters now, and then if more was needed in August for the
erosion issue she would apply to WIA for additional funding. Kristin indicated
that had the approval of Alice Rademacher, Director of the park.
Meeting adjourned at 5:30 p.m. Next meeting will be on March 19 at 4:30 p.m.
