Call to Order: President DeAnna Outlaw called the meeting to order at 4:07 p.m.

Secretary’s Report: Minutes from the August board meeting were approved on a motion from Dave Rockwood and a second from Sam Wentzel. Bill Jeffers was added to the list of excused absences.

Treasurer’s Report: Fred Padget reported that receipts for the Fall Festival were slightly below 2007, probably due to one day of rain this year. Expenses are still coming in, so the bottom line won’t be known until next month.

Announcement: Kim Reddington has resigned from the board due to a family illness.

Committee Reports:

  • Fall Festival – Outlaw reported there’s some frozen product left, should anyone like to purchase some. The use of the squirt bottles for butter and sour cream saved product as well as made serving easier. Bonnie Kolb says we had a very good week, and if she says so, it’s true!
  • Adopt-a-Spot – Dot Berning reported our spot was the number one winner in Evansville. She displayed the plaque awarded by Keep Evansville Beautiful. Those who can help dig cannas should meet at the spot at noon on Thursday, November 6, followed by planting on Friday. A meeting is scheduled with a representative from Industrial Contractors to help with long range planning for the spot. Mel Runge explained the amount of space in the Adopt-a-Spot area. Rockwood asked if a community garden had been considered for the area. That, and other ideas were discussed. If we are able to get water to the site, many things are possible.
  • Banquet – Brenda Jeffers reported that portobello mushroom ravioli has been chosen for the vegetarian entrée and Chicken Provencale for the meat entree. The price for the meal is tentatively set at $16/person. The banquet is Friday, November 21. Social period is from 6:30-7, with the meal at 7 p.m. The speaker will be Don Barchet from the West Side Nut Club. Reservations will be due by Monday, November 17.
  • Awards of Excellence - Padget suggested an award for Pam Locker for her work on the newsletter, for Pierre Funeral Home for their landscaping. Bill Jeffers suggested an award for Berning for her work on the Adpot-a-Spot. Padget mentioned that Mel Runge’s work on the newsletter will save us much money in the coming years. He also suggested awards for John Stoll and Bill Jeffers for their work for the citizens of Vanderburgh County. Bill Jeffers spoke in favor of an award for John Stoll. Paul Farmer reinforced the argument for an award for Stoll, who is the county engineer.
  • Parks – Brenda Jeffers reported on the annual usage of city golf courses, and plans for further expansion at the Zoo. Padget has a picture of the proposed Shirley James memorial on the Greenway.
  • Newsletter – Runge reported that progress continues to be made. The November newsletter needs to come out early in the month. We will try to get a newsletter out early in December, and in the first week of the month after the first of year.
  • Membership – Berning reported that our newsletters are disappearing from the libraries, less so from grocery stores.
  • Solid Waste – Farmer reported there will be a recycle day on the west side every month except January in 2009.
  • UNOE – Farmer reported the next general meeting is October 23. The candidates for Superior Court Judge will appear, as will EVSC Superintendent Bertram. The Sparkplug Dinner is Friday, November 14 at the Scottish Rite. Reservations are due by October 30. The cost is $10, which must be paid in advance.
  • Environment – Dave Rockwood reported bicycle markings are being painted on streets now. There will be a bike ride leaving from the West Branch Library on Saturday, October 25 (see newsletter).

New Business:

  • A rezoning for multi-family housing, student housing, and commercial use has been filed for a parcel of land between west of University Parkway and Hogue and Middle Mt. Vernon, backing up to the University Heights subdivision. Concerns were expressed about infrastructure lagging behind development. A meeting with the neighbors is Tuesday, October 28, at 6 p.m. at the Holiday Inn Express.
  • Berning moved that new members who join at the fall picnic or thereafter in the calendar year have their dues continue through the coming calendar year. Sam Wentzel seconded the motion, which passed without opposition.
  • Padget talked about a recent workshop on tax and other responsibilities of nonprofit boards. Due to lack of time, he suggested board members read his land use articles in the newsletter.
  • Environment – Dave Rockwood. The vacant lot next to Kohl’s needs some clean up. The lot is currently being plumbed. There may be an illegal dump on USI property near the cross country trail. We are exploring whether or not our UNOE grant can be used for clean-up supplies.
  • Fall Festival – Outlaw. The committee has decided to use RC products instead of Coke products this year. Copies of the new menu were distributed. Deep fried cheese balls are being added to the menu this year. The booth will be inspected at an RV center this month.
  • Padget would like to relinquish his position as representative to the Vanderburgh County Soil and Water Conservation District. Most meetings are on Monday evenings at 7 p.m.

The meeting adjourned at 5:30 p.m.
