President Linda Cleek called the board meeting to order at 4:03 p.m.
Cleek introduced guest speaker Dona Bergman, director of the local EPA. Bergman
spoke on proposed changes to the enforcement authority of her office and asked
WIA support for those changes. Some of the particulars are:
• EPA jurisdiction is Evansville and four miles beyond city limits.
• EPA will be able to issue tickets and set fines.
• Requests support for stronger enforcement/fines/shut down features of changes.
• Puts EPA code into better alignment with local/state/federal rules.
• Allows for photographic/video evidence and sworn affidavits, as opposed to the
current requirement for an EPA official to witness the violation personally.
Noise ordinance is outdated and is not addressed in these proposed changes. The
legal department is examining those for future action.
