President Linda Cleek called the board meeting to order at 4:03 p.m.

Cleek introduced guest speaker Dona Bergman, director of the local EPA. Bergman spoke on proposed changes to the enforcement authority of her office and asked WIA support for those changes. Some of the particulars are:

• EPA jurisdiction is Evansville and four miles beyond city limits.
• EPA will be able to issue tickets and set fines.
• Requests support for stronger enforcement/fines/shut down features of changes.
• Puts EPA code into better alignment with local/state/federal rules.
• Allows for photographic/video evidence and sworn affidavits, as opposed to the current requirement for an EPA official to witness the violation personally.
Noise ordinance is outdated and is not addressed in these proposed changes. The legal department is examining those for future action.

Secretary’s Report: Minutes from the previous meeting were not available. Cleek volunteered to take minutes of this meeting.

Treasurer’s Report: Fred Padget presented the treasurer’s report. He also distributed the final copy of the financial practices document.

Announcements and Comments:

The UNOE Sparkplug Dinner will be held on November 17 at the Executive Inn. The Board agreed to buy a ticket for Joe Dickinson if he is able to attend.

Committee Reports

  • Law Enforcement: Joe Dickinson reported on law enforcement issues on the Westside this fall.

  • Land Use: Padget reported that the requested rezoning of 250 S. Red Bank Road is in the process of revision and should now be heard in December.

  • Fall Festival: Padget distributed a preliminary report. Sales were up most days.

  • Solid Waste: Paul Farmer reported that the most recent Recycle Day was the most successful ever and that the Westside days are always more productive than others in Vanderburgh County. He also reported that Trockman’s will take old lawnmowers and similar items for a fee. WIA could sponsor a collection day and site, with assistance from Bergman and /or Joe Ballard.

Awards Banquet:

  • Award to Kohls’s, for their attractive and environmentally-friendly development

  • Award to Fred Padget for exemplary service to WIA and the community

  • Dona Bergman thanked WIA for the award she received in 2005.

  • No information available on reservations or scholarships, due to absence of Brenda Jeffers & George Thompson.

President’s Report: Cleek reported that recent WIA successes include:

  • Getting help with overflowing sewers for a resident at Tekoppel & Walker.

  • Getting large banners and lighted signs removed from the Eagle Village Complex.

  • Working on getting illegal parking stopped near Eagle Village, and supporting the coming county ordinance increasing number of parking spaces required for apartment complexes.

The meeting was adjourned at 5:45 p.m.

Respectfully submitted,

Linda Cleek, Acting Secretary
