President Fred Padget called the meeting to order at 4 p.m.

Secretary’s Report: Minutes of the September 28, 2005, meeting were approved on a motion and a second from Farmer and Harty.

Treasurer’s Report: Bernice Sensmeier presented the treasurer’s report for September of 2005 and presented a corrected report for August of 2005.

Associations – Announcements and Comments

  • Farmer reported that the UNOE Sparkplug Awards Banquet has 287 reservations.

  • Padget said that Randy Rolley received complaints about Kohl’s customers using Dorothy Drive to exit from the shopping center. Fred met with Rolley and talked about this situation. The suggested resolution is to put a sign on Dorothy Drive. A guard rail across Dorothy Drive at the end was also discussed. Both Padget and Rolley were in agreement that the shopping center traffic must be stopped on Dorothy Drive.

Law Enforcement – no report

President’s Report

  • WIA received a letter from the Red Cross soliciting volunteers to give two-three weeks to the hurricane response. Evansville foresees having 500 volunteers identified by November 30.

  • WIA Annual Meeting will be held on Thursday, November 17, 6 p.m., at the Old Mill. A social hour will begin at 6 p.m., and dinner will be served at 6:45 p.m. A flier giving the event specifics will be sent.

  • Tuesday, November 29, Commissioner Cheryl Musgrave will hold a District 3 County Commissioners meeting at the O’Day Discovery Lodge, Burdette Park.

  • Padget will be sending “alerts” via email. Members should let him know if they want the alerts or not.

Fall Festival Report

  • Kolb gave an update on the Fall Festival. She said that 2005 is the best year yet financially. This year’s receipts totaled $14,964.63 compared to last year with receipts totally $14,039.05. Exact profit is not known yet. Kolb will probably have that information at the next Board meeting.

  • Padget put together some statistics about what and how much product was sold. He did estimate that in the six days the booth was open, one potato was sold every 83 seconds. This information and more can be found on the WIA Web site.

  • Berning suggested that the different neighborhood associations could take a shift working at the booth. Then possibly WIA will have the number of people needed to man the booth.

The following Board members can no longer serve:

  • Christine Kavenaugh

  • Roger Nurrenburn

  • Trena Roedel

  • Dot Berning has asked not to be Membership Secretary, but will stay on the board.

  • Bonnie Kolb has resigned as Fall Festival Committee Chair, but will stay on the board.

Action Items:

  • Padget introduced discussion about membership dues for 2006: The following categories and amounts represent dues for 2005:

    • Individual – $10

    • Household - $15

    • Business – $25

    • Century Club – $100

    • Full-Time Student – $5

        Harty moved to keep the same membership dues for 2006. Berning seconded the motion. The motion carried.

  • Padget discussed the donation to Howell Park Glow Golf event, which will be held Saturday, November 29. Half of the donation goes to the Parks Department and half goes to Howell Park for improvements. The target dollar amount for this event is $5,000—$2,500 each. Padget proposed that WIA pay for two holes at $50 a hole. The Board decided to buy two holes on a motion and second from Sensmeier and Baumgartner.

  • Concerning Southside Kiwanis Club Program called Unity of Giving for Katrina Victims, Farmer reported that instead of neighborhoods buying for families, the money will be used to buy gift cards for either Target or Wal-Mart, and the cards will be in effect for one year. Berning asked, “How much money from each association are we talking about?” Farmer responded that each association can give a different amount. He said the original goal was to provide for 20 families. The families have not been identified, and there may be fewer than 20 families. Berning moved to give a gift card according to the amount stated in the original letter, which was $50. Harty seconded the motion. The motion carried.

  • Padget said that a “thank you” needs to be sent to Kohl’s for following the plan and completing a quality project. Padget also identified Kohl’s and Rural King as prospective business members of WIA.

  • Thompson has contacted Mater Dei and Reitz for all information needed to put on the scholarship plaques.

  • The Board discussed the awards that will be given at the 2005 Awards Banquet on November 17. The following individuals will receive awards:

    • Berning moved that Leroy Weinzapfel receive an award for his gardening work on Wabash Avenue boulevard. Gerteisen seconded the motion. The motion carried.

    • Shelby Musgrave was selected for an award because he is a Burdette Park historian and he founded Poplar Grove Association. This selection was made on a motion and a second from Farmer and Lockard.

    • Padget moved that Paul Farmer receive a special achievement award for what he has done with United Neighborhoods of Evansville (UNOE). Harty seconded the motion. The motion carried.

  • The actual title of the awards will be determined by Cleek.

New Business

  • Padget noted that letters are being drafted to be sent to County Commissioners and Evansville Urban Transportation Study (EUTS) concerning: (1.) improvements along Hogue Road to Eichoff and (2.) only one northbound lane on Schutte Road leading to the Lloyd Expressway.

  • The developer of the Eagle Village project has asked the Board of Zoning Appeals (BZA) for Special Use to allow a parking lot at 906 Schutte Road. This property abuts the Eagle Village student housing. Presently, this location does not provide enough parking.

  • St. Charles cellular tower. 5909 Felstead Road – Motion for dismissal of the appeal was denied. BZA will hear the appeal December 19.

  • Two culverts in Carpentier Creek, one at the CSX tracks and one at Old Henderson Road, are blocked. CSX has agreed to clear the blockage but may need a DNR permit. The county has committed to clear the other culvert. In the same area a private lot has tires all over it. This situation is a Health Department matter. And upstream from the CSX tracks is a beaver dam. The dam has created a lake on private property.

  • Lockard intends to bring up the student housing/parking issue at the next Area Planning Commission (APC) meeting on November 10, 4 p.m.

  • Lockard reported that Middle Mt. Vernon student housing project zoning request from R4 to R3 should be heard also on November 10. Les Shively, attorney for Moore, will hold another meeting with neighbors, who are affected by this project, on November 2, 6 p.m., Fairfiield Inn. WIA will meet with neighbors on November 5, 12 noon, Red Bank Library. Lockard said that the goal is that APC recommend to the Commissioners that the rezoning should be denied. Lockard feels the Commissioners will deny the rezoning request. Lockard commented that housing on the West Side is not scarce right now.

  • Lockard had discussion with Harry Lawson, Evansville Sewer and Water Utility (ESWU) General Manager, about the Broadway sewers. So far, 12 homes have been identified that are not on sewers. The ESWU is going to install the saddles so homes can tap into city sewers. This was accomplished through talks between Padget, B. J. Watts, City Councilman, and Mayor Jonathan Weinzapfel. WIA is responsible for bringing this issue to the floor at the Board meeting where Lawson spoke to the members about the westside sewer plant upgrades.

  • All homes in the 6th Ward will have city water.
