President Fred Padget called the meeting to order at 4:02 p.m.

Secretary’s Report: Minutes of the July meeting were approved after two minor changes on a motion by Troy Nethery and a second by Linda Cleek.  Minutes of the September meeting were approved with the addition of Linda Cleek as an excused absence on a motion and second from Nethery and Cleek.

Treasurer’s Report: Bernice Sensmeier presented the treasurer’s report.

Fall Festival Report:  Bonnie Kolb reported we had a very good year, with the highest total receipts ever, $14,039.05 (an increase of $1,287.70 over 2003).  Net profits will be reported later after all bills are paid.  Kolb thanked all those who worked at the Festival and she and co-chair Padget thanked each other.

President’s Report:

  • Unification Committee will hold at least one more public meeting, date TBA.
  • A group of Wabash Avenue residents have petioned the Area Plan Commission to have several properties rezoned to residential, a correction of a previous blanket to industrial. 
  • WIA will oppose an attempt to rezone a small parcel of land on the west side of Boehne Camp road from residential to commercial as this goes against the newly-adopted long-range plan.

Neighborhood Associations – no report

Announcements

  • The Mayor’s Traveling City Hall will meet tonight at Oaklyn Library.
  • The WIA annual banquet and general meeting will be Thursday, November 18, at the Old Mill with social hour at 6 and dinner at 6:45.  Linda Bennett, Provost and Vice President for Academic Affairs at USI, will be the speaker.
  • UNOE’s Spark Plug dinner will be on November 12, 6 p.m., at the Executive Inn.  Reservations are required by November 1.
  • Thank-you’s for their assistance with the Fall Festival were mailed to Mike Folz of the Pet Food Center; J. B. Simmons of Shyler’s Barbecue, with special thanks to Shawn and Jennifer;  Robert Bonenberger of Farm Boy with special thanks to Rick and Dan; and Ron Marx of Custom Restaurant Service, the electrician who fixed the grill in the booth.

Law Enforcement – no report

Nominating Committee

  • Sam Wentzel and Padget served along with chair Dot Berning.  Berning reported 100% of the current board responded to cards asking about future involvement.  The only refusal was Doris Eicher, due to poor health.
  • New nominees to the board are:
    • Christine Kavanaugh, representing Mesker Park Zoo
    • Carolyn Stagg, representing Hilltop Neighborhood Association
    • Lisa Emory, at large
    • Gary Mitchell, at large
    • Roger Nurrenbern, at large

Annual Meeting Awards

  • Padget reviewed awards and winners from previous years and asked for suggestions for 2004 awards.
    • Nethery nominated Dr. Robert Rubel, USI’s Vice President for Business Affairs, for his commitment to maintaining the wooded atmosphere of the campuse during a period of great growth and building.
    • Berning nominated Steve Craig and his staff at Burdette Park for the many improvements made there in the last few years.
    • Bill Harty nominated Dona Bergman, EPA executive director, for her rigor in enforcing EPA rules and her responsiveness to citizen complaints.
  • Nethery moved that 2004 Awards of Excellence go to the three nominated individuals.  The motion was seconded by Trena Roedel and passed without opposition.
  • After considerable discussion and compliments from several board members to other board members (all graciously accepted), it was decided that Dot Berning will be the 2004 WIA Board Member of the Year.

 New Business

  • Gino Gott of the Westside Youth Soccer Association reported that recent severe flooding at Moutoux Park damaged their tractor with $1,353 required for repairs.  He reviewed improvements at Moutoux Park over the past several years (both those provided by the Parks Department and those provided by the soccer group which has just received notification of its 501 (c) (3) status.  Wentzel moved that WIA donate $1,400 to WYSA.  Mel Runge seconded the motion which passed without opposition.
  • DeAnna Outlaw expressed concern about the number of deer on the roads near her home in the Burdette Park area and proposed that WIA erect signs about the hazards.  After some discussion, she plans to contact the Highway Department and other county officials about such signs.

Committee Reports – no reports for Scholarship, Transportation, or Web Site

Conservation & Pollution – Roedel reported

  • they are still waiting to hear from Dave Elgin at Four Rivers Trust about the park being donated by Dennis Owen.  Owen has met with DNR about his plans and is anxious for work to get underway.  He has offered to carry liability insurance on the land until Four Rivers takes title to it.
  • The committee is working with those planning the Pigeon Creek Greenway to arrange for a tie-in.
  • Further work on Carpentier Creek clean up will occur in the new year.  Padget noted that members of the Soil and Water Conservation board are interested in Carpentier Creek.

Parks - Shirley James reported

  • WIA received a thank-you from the Parks Foundation for our support of the Glow Golf event benefiting Howell Park.
  • In regard to the earlier discussion about rezoning on Wabash Avenue, James gave a brief history of the Wabash Avenue of Flags project.
  • The decision to abandon the north side sewer plant project will impact the Westside facility.  Many concerns over the capacity of the plant to accommodate additional volume were expressed.  Brenda Jeffers will make contact with Jim Cameron at the Sewer Department to arrange a meeting of concerned individuals.

The meeting was adjourned at 5:55 p.m.
