Westside Improvement General Meeting
Thursday, May 17, 2007, 7 p.m.
USI Liberal Arts Center, Kleymeyer Hall

Call to Order: President DeAnna Outlaw called the meeting to order at 7
p.m. She welcomed all present and introduced the guest speaker, Andrew Gillard
of Reitz High School. Andrew presented the DVD “Feel the History,” produced by a
history class at Reitz.
Minutes of Previous General Meeting: Minutes of the February meeting were
approved on a motion by Fred Padget and a second by Bonnie Kolb.
Treasurer’s Report: Padget presented the Treasurer’s Report. He also
distributed a “who to call” card produced by UNOE.
Committees:

Web – Linda Cleek used the Web site for the
distribution of the February minutes.

Transportation – Bill Harty. Still no firm dates on
St. Joe. Padget thanked Harty for his contributions to the 2035 plan review.
His comments included the need for changes at the five points intersection
and the need for additional and/or improved roads in the
commercially-developed areas of the west side.

Adopt-a-Spot – George Thompson reported that the
Westside Nut Club has decided to make working on our adopt-a-spot part of
their initiation rites on June 19. A monument company has volunteered to
pressure wash the walls and plaques at no charge. Masonry work costing about
$3,500 also needs to be done. The committee is seeking a source of border
rocks. Kolb added that the plants have been obtained and will be installed,
along with a truck load of mulch, by the Nut Clubbers.

Land Use/Planning – Padget.

Glisson’s Auto Salvage Yard on St. Joe near Locust
Creek was storing cars improperly and sought and received rezoning to M-1 to
accommodate their needs.

A lawn mower sales and repair business will locate on
Big Cynthia Road. Approximately five acres were rezoned to C-2 to
accommodate that business, but with a use-and-development to prohibit other
businesses there.

Local developer Scott Anderson has purchased part of
the old Boehne Camp Hospital grounds and has plans to create several
apartments and a party house. To accommodate the party house, he is seeking
C-2 zoning so that he can apply for a liquor license. A use-and-development
will restrict uses to those above, and associated efforts such as a bakery
and catering.
Old Business: George Thompson asked where the annual
banquet will be. Outlaw, Cleek, and Jeffers explained that it will be held at
USI in Carter Hall in the University Center. The menu hasn’t yet been
determined.
New Business:

Remembering Shirley James. Outlaw explained that we
have received almost $400 in donations toward a memorial so far, and that we
want to take our time and do it right. She then asked if anyone would like
to say a few words about Shirley.

Bonnie Kolb remembered her longtime friend, and pointed
out that WIA would probably not exist without Shirley James. She
encouraged everyone to keep WIA going and helping to improve the west
side. The overpass from Old Henderson Road to Broadway was one of the
early achievements of WIA.

Bill Harty met Shirley in the early days of WIA. He
emphasized her tenacity in going after that which needs to be done.
While we haven’t been able to get everything done, we have been able to
do a lot.

George Thompson said that Shirley’s tenacity was the
reason he became involved with WIA, as a representative of the Health
Department, where he was then employed.

Bill Jeffers said many in the Civic Center feared
Shirley, because of her persistence and energy. She was particularly
effective at getting the right experts involved.

Fred Padget said he’d told Shirley several times that we
needed 100 more like her, and that they would all drive us crazy. He
remembered the Rotary billboard story. The new TIP, for the first time,
includes provisions for bike and pedestrian paths. He also described
Shirley’s magnificent two-story clothes closet, which Pam still pesters
him about. This community will reap the benefits of Shirley’s work for
the next 100 years.

Outlaw asked for suggestions for a memorial for
Shirley. Ideas included:

Something at the Adopt-a-Spot
-
Something on the Greenway
-
Something at Howell Wetlands, perhaps naming the
education center for Shirley
-
Granite or stone marker with a plaque at a Westside
location.

Plaque or information about Shirley at Central Library
(Willard Library)?

Thompson said he’s planting a tree in her honor, and
encouraged everyone else to do likewise.

Burdette Park is planting a tree in her honor.
There being no further business, the meeting was adjourned at
8:50 p.m.
