General Membership Meeting

Program: Jim Daniels presented information about the Sustainable
Evansville organization, a 501 © 3 with many interests and goals in common with
WIA. His program included information about population growth, commuter
patterns, pollution, and other issues directly impacting the quality of life of
every individual in southwestern Indiana.
President Fred Padget called the business meeting to order at 7:40 p.m.
Secretary’s Report: Minutes of the February general meeting could not be
approved as a quorum was not present, but the following changes were noted:

Moutoux is misspelled in the Parks report (bottom of
second page)

USI is not moving its entrance as stated in the Parks
report, it will add an additional entrance on Broadway. This work has not
started and is still some time in the future.
Treasurer’s Report: Bernice Sensmeier presented the
treasurer's report. It was noted that “West Sector Fee” should be changed to
“National Night Out Donation.”
Neighborhood Association Reports & Other Announcements:

Carolyn Stagg reported the Hilltop Neighborhood
Association has adopted a spot across from the 911 Dispatch Station on
Harmony Way.

Paul Farmer reported the ordinance making removal of
signs on public right-of-way will be heard at the City Council meeting on
May 23.

A EUTS/INDOT meeting will be held on May 24 at 3 p.m.
to discuss use of federal funds for area roads and the route I-69 will take
between Evansville and Henderson.

Paul Farmer reported that UNOE continues to grow, with
the Ross Center Neighborhood Association just finalizing its formation. The
Front Door Pride program will be rolled out first in the Tepe Park
Neighborhood.
Action Items:
-
The obvious discrepancy between the testimony of
developer Greg Moore and his attorney, Les Shively, before the Area Plan
Commission and the County Commissioners concerning the apartment development
at Schutte Road and the Lloyd Expressway was discussed at length. In that
testimony, both Moore and Shively stated that the apartments would not
target students and that, in fact, student occupants would be discouraged.
The apartments are now being leased under the name “Eagle Village”
specifically as student housing and, given their floorplan, are unsuitable
for any other kind of occupancy. A letter to Moore and Shively has been
drafted and was unanimously approved by the Board members in attendance.
Absent Board members will be polled for approval and the letter then sent to
Moore and Shively, with copies to the County Commission and possibly others.

Trena Roedel’s term as WIA representative to the Solid
Waste District expires this summer and she does not wish to serve another
term. Padget asked for volunteers to take over the role.
President’s & Committee Reports:

Padget reported the city-county government unification
study committee continues its work and will hold additional public hearings
this summer before issuing its final recommendations.

Land Use & Zoning
-
Marlin Goebel has requested rezoning of land at 4600
Middle Mt. Vernon to build condominiums. This is just west of the
Hickory Lane Apartments. A meeting with neighbors was held in early May
and another will be held May 26 at 6 p.m. in the Hickory Lake clubhouse.

Rezoning at 7900 Hogue Road has been requested to expand
a condominium development.

CSX has backed off the request to close short Nurrenbern
Road but is proceeding with plans to move some operations from Howell
Yards to that area. WIA will monitor for pollution and other concerns.

The following actions were taken at the Board of Zoning
Appeals meeting on May 19:

A compromise was reached on a request to erect a
giant outbuilding on property on Detroy Road.

The request to erect a communications tower at 5909
Felstead Road was turned down on a 5-2 vote due to neighbor’s
objection. The tower would have been in a residential (although
zoned agricultural) area and closer to residences than the law
permits. Padget spoke on behalf of the neighbors.

Membership – Berning reported that she, Carolyn Stagg,
and DeAnna Outlaw staffed an informational table at the Zoo recently and
distributed numerous copies of the WIA newsletter. Outlaw prepared a display
board and will be visiting area grocery stores and other businesses in the
near future.

Scholarships – George Thompson attended the recent
Mater Dei honors program to recognize the 2004 Paul Harper Scholarship
winner, Jaclyn Muensterman.
