General Membership Meeting

 President Paul Farmer called the meeting to order at 7:15 p.m.

Secretary’s Report: Minutes of the January meeting were approved as submitted.

Treasurer’s Report: Bernice Sensmeier presented reports for January and February, as well as the Association budget for 2001.  A motion to accept reports and budget was made by Steve McCallister and seconded by Shelby Musgrave.  The motion passed without opposition.

President’s Report:

  • There will be a meeting on Thursday, March 22, at 5:00 p.m. at the Civic Center to discuss the proposed GIS system for Vanderburgh County.  Emphasis will be on a discussion of free vs. paid access to the system.  Discussion followed with a general sentiment that taxpayers should have free access to the information but no formal position was adopted.

  • Saturday, April 7, will be the next Tox-Away Day, with free dumping at the landfill from 6:00 a.m.-12:00 noon.

  • Saturday, April 21, will be Tire Amnesty Day at the Civic Center parking lot, 9:00 a.m.-1:00 p.m.  Individuals may turn in up to four tires without charge additional tires are $1 each.  Nonprofits such as neighborhood associations or WIA may turn in any number of tires without charge.

  • Farmer attended the recent meeting of the area plan commission at which the Wolf Creek condominium project was approved.  Farmer and County Commissioner Richard Mourdock discussed the various concerns regarding the condo project and other proposed development in the Eickoff-Koressel area.  It was agreed that continued close monitoring of development in the area is necessary.

  • The United Neighborhoods Association of Evansville (UNOE) now has about one-third of the associations in Vanderburgh County as members.  An office has been established and a staff member hired.  In 2002 UNOE will become independent of the United Way.  Accomplishments to date include implementation of a citywide heavy trash pick-up, support of the city tree ordinance, and encouraging the establishment of a housing court for Vanderburgh County.

Evansville West Sector Police/Vanderburgh County Sheriff’s Reports:

There was no report from EPD.  The January-February county accident reports were distributed.  A warning light will be installed at the intersection of Fulton Avenue and Ohio Street to let motorists know when a train is blocking Ohio Street.

New Business:

  • A slate of directors (see attached) was presented.  The name of Dorothy Berning as a member-at-large was proposed by Shirley James and added to the slate.  Upon a motion from James and a second from Linda Cleek the slate was elected without opposition.

  • One change to the by-laws was presented for approval.  Article IV, Section 3, Regular Meetings formerly read:

    The Board of Directors shall meet monthly on the third Wednesday of the month at twelve o’clock noon. 

    It was amended to read:

    The Board of Directors shall meet monthly on a schedule to be determined and published each January.

    The revision was passed without opposition.

Committee Reports:

Parks – Shirley James reported:

  • Joy Fitzgerald has been hired as curator of the Howell Park Wetlands

  • Meetings of the Parks Committee will be held monthly on the third Thursday at 4:00 p.m. at the West Side Branch Library.

  • State Senator Lutz and Representative Weinzapfel have applied for additional Build Indiana funds for the Wetlands.

  • James, Farmer, and Fred Padget met with USI President Ray Hoops for a tour of west side areas of concern.  Hoops expressed an interest in further meetings to share information and coordinate efforts.

  • The committee met with Mesker Park Zoo interim director Dan McGinn to express concerns over projects not included in the master plan and the lack of progress on projects there included. 

  • Committee goals for 2001 include a physical inspection and review of all west side parks, continued monitoring of the Wetlands and the Zoo, and further pursuit of improvements to Carpentier Creek.

  • The Greenway plan to purchase the General Waste property for development as a park is proceeding. 

Media – Steve McCallister asked that articles and other submissions for the newsletter be submitted to him by the first Friday of each month.  They may be mailed to him at 2804 Mt. Vernon Avenue, 47712, or e-mailed to fistfightr@aol.com.  He asked that committee reports be submitted in a summary form rather than as minutes of meetings.  He also reported that the WIA files are at his office.  Farmer, McCallister, and others will organize the files in preparation for moving them to permanent storage at Willard Library.

Other Business:

  • Commissioner Mourdock reminded the Association of the importance of communicating with the Area Plan Commission during this year of revisiting the master plan.

  • Jim Gillenwater presented information on the “Vial of Life” program, designed to save lives by putting medical information in a standardized location—the refrigerator—of individual homes.  The program is supported by Deaconess Hospital and Berry Plastics, among others.  Vials were available for members after the meeting.

  • Sheriff Brad Ellsworth and Officer James Poston presented information about the Compliance Officer position held by Poston.  Its purpose to give the public one point of contact for complaints regarding abandoned vehicles, animal problems, trash and weed problems, etc.  Since its inception in May 1999 over 460 vehicles have been moved.  To contact Officer Poston call the Sheriff’s Command Post at 435-5713.

  • The Association learned that there really is nothing that can be done about cats.

The meeting was adjourned at 9:00 p.m.
