Board Meeting

President DeAnna Outlaw called the meeting to order at 4 p.m.
Secretary’s Report: Minutes from January 23, 2008, were approved on a
motion from Fred Padget and a second from Wayne Gerteisen.
Treasurer’s Report: Padget presented the January and February, 2008
monthly Treasurer’s Report. He reported that the 2007 annual Business Entity
Report was due and filed in March, The State and Federal Tax Reports were filed
in March although not due until May 15. Corporation papers have been filed as
required by the end of March each year.
Outlaw brought up the cost of printing and mailing the newsletters and asked for
discussion. Padget told the board that it costs about $1.47 each currently using
Acclaim Graphics, Data Mail and the postage to mail them. UNOE can also send out
our newsletters resulting in a savings of about $4,000 if we use white paper.
Outlaw asked Carolyn Stagg to investigate our options further and to also ask
Pam Locker if she has or can use Publisher. The articles would have to be in
that type of format before being printed by UNOE. Outlaw said that if we switch
to UNOE or send out the newsletter ourselves it would save money and time,
newsletters could get sent out quicker.
Committee Reports:
- Environmental - Dave Rockwood reported that a bike ride has been
planned on Earth Day, April 19, 2008 as part of the activities planned at
the Howell Wetlands Earth Day Celebration. He is looking for sponsors and
volunteers for the bike ride. He needs volunteers to set up a secure area
for the bikes. The bike ride will start at 10:00 a.m. on the opposite side
of Howell from the main festivities. Rockwood asked the board to sponsor the
drinks for the riders. He reported that the bike route has been planned for
a 10 ½ mile easy cycling route. Some riders will ride much longer, some may
ride less. Since this will be the first year it will be free but he can see
it becoming a fund raiser for WIA in the future. He asked that WIA be a
sponsor for the Earth Day Bike Ride and supply drinks for the riders. He
would furnish each rider with a voucher that can be redeemed for either 16.9
oz. water or 12 oz. Blue Sky at a cost of $1.20/water, $.67 for Blue Sky.
Dot Berning moved to sponsor drinks, second from Joyce Moers, motion
carried. Joyce Moers also informed the board that the Wurst Bike Ride is
also scheduled at Burdette Park on May 17.
- Membership - Dot Berning asked the board to consider changing the
membership dues cover the calendar year, January-December rather than the
current method of one year from date of joining. The current method makes
for a lot of confusion for the board and the member. The cards could easily
reflect the change. Dot also suggested setting a due date for dues. Fred
Padget told the board this would require a change in the by-laws.
- Adopt-A-Spot - Berning also asked permission to send in the contract for
the 2008 Adopt-A-Spot to Keep Evansville Beautiful. Berning also expressed
her excitement on having a great committee this year. Fred Padget moved to
approve signing the contract, second from DeAnna Outlaw, approved. Outlaw
also informed the board that they will be having a meeting soon on the new
design for the Adopt-A-Spot.
- Land Use - Fred Padget reported the rezonings from R-1 to R-2 at 314 S.
Elm and Industrial M-2 to Commercial C-2 at 1501 Keller and also one on New
Harmony Road have been approved . He also reported that the City Council is
hearing an amendment to the Zoning Ordinance to eliminate the requirement
for a special use permit. Restrictions already limit areas they can be doing
business. More details can be found on our Web site and at
www.evansvilleapc.com . They will also hear a rezoning request for a change
from C4 to R2 at 1213 Broadway. Padget also reports that he has heard a
rumor that the city plans to annex the area from the current city limits
along the river to Nurrenbern, across Felstead to Upper Mt. Vernon and back
to the current city limits. This would include Home Depot, Pearl Drive, and
some apartment complexes (they are going to carve out Burdette Park) He does
not know how true this is. The city is in the process of annexing the
Burkhardt Road area and Marina Harbor.
Old Business: Outlaw notified the board that she will be meeting with
Helfrich Park School officials, Principal Tim McIntosh and Science Teacher Mr.
Trone on April 7 about working with students after school until 4:00 p.m. as
part of the Junior Westside Improvement Association (JWIA) on the Adopt-A-Spot
project. Their first day working with the students will be April 14 and they
will be showing a CD and bringing in pots for the kids to decorate and plant
marigolds for presents to their mothers on Mother’s Day as a beginning project.
They will be doing project such as this each Monday until they begin the
planting at the Adopt-A-Spot site.
New Business:
- Outlaw has received a second letter of request for funds from Officer
Richardson by e-mail. Copies were distributed to all members present for
their review. The letter requested funds to help purchase playground
equipment and for upkeep in the Fulton Housing area. After discussion, the
request was declined at this time.
- Carolyn Stagg announced that the meeting for this year’s National Night
Out has been set for 2:00 p.m. Thursday, March 27, at the West Sector
office. She will be in attendance for WIA in Brenda Jeffers’ absence due to
vacation. National Night Out 2008 will be held August 5 in Garvin Park.
- Senator Venita Becker has authored a bill that would make animal
fighting a felony. It has a great deal of support from other local
representatives. Outlaw entertained a motion to send a letter of support,
seconded by Rockwood, motion passed.
- Padget asked all members to be aware and pass the word that in order to
receive a stimulation rebate you must file a tax return for 2007. He also
passed out Compliance Guides for 501 (c)(3) Public Charities for member
information.
- Dot Berning announced she plans to set up a table at Buy Low for a
membership drive and to sell shirts. She would like help from all board
members, possibly sign up for two hours each to cover the entire day. She
hopes to bring in many new memberships.
