Board Meeting
Wednesday, March 24, 2004

President Fred Padget called the meeting to order at 4:04 p.m.

Secretary’s Report: Minutes of the January meeting were approved on a motion by Paul Farmer and second by Bill Harty.

Treasurer’s Report: Bernice Sensmeier presented the treasurer’s report and the budget for 2004.

President’s Report: A written report (posted on the WIA Web site) was distributed. Additionally, Padget reported:

  • The Salvation Army will be holding an open house at its Fulton Avenue headquarters on May 8 at 11 a.m.

  • EUTS is due to have its new Transportation Improvement Program (TIP) in June.

  • David Enterprises is planning construction along Carpentier Creek. Farmer reported David Enterprises is dumpling along Koring Road, which might adversely impact the watershed.

  • The Owen project at Hogue and Rosenberger continues. Proper permits are in place at this time.

  • James requested WIA invite a Kohl’s representative to discuss their landscaping plans.

  • The citizens group working on improving zoning ordinances will meet on April 14 at Oaklyn Library.

Announcements

  • Farmer reported the Lamasco neighborhood is organizing a neighborhood association.

  • The Pickin’ on the Pigeon event will be held on April 24 at the Greenway office. Trena Roedel and Brenda Jeffers will be there representing both WIA and WAVE.

  • Farmer announced the emergency management group is interested in cataloging areas with flooding problems. Such areas may be reported to him.
     

Law Enforcement

  • Padget attended the January West Sector meeting and reported EPD is encouraging the use of sound alarms for personal protection devices rather than mace, pepper spray, etc.

Action Items

  • The request by Zeller’s tire/gas/convenience store at Red Bank and the Lloyd for a package liquor permit was discussed. The City Council has passed a resolution that convenience stores be required to adhere to the same training and sales laws as other establishments. James moved the WIA support the City Council resolution. Jim Gillenwater seconded the motion which passed without opposition.

  • UNOE dues for 2004 are $20. Sam Wentzel moved that WIA again be a dues paying member. James seconded the motion; passed without opposition.

Committee Reports

  • Web site—Linda Cleek requested board members to look at the posted accident reports and give her ideas for improvements.

  • Call committee—Dot Berning suggested we try to increase membership via a membership drive at the August general meeting. We have been offered free accommodations at Burdette Park and could offer food and activities. James moved we pursue the idea; Cleek seconded the motion which passed without opposition. Padget appointed Berning to chair a committee which will include Joyce Moers and Shelby Musgrave.

  • Fall Festival—on track for October.

  • Transportation—no report.

  • Land Use—a written report was distributed.

  • Pollution & Conservation—Brenda Jeffers reported in Trena Roedel’s absence. The committee is still working with Dennis Owen on a neighborhood park along the Lloyd.

  • Parks—James reported:

    • The Pigeon Creek Greenway will sponsor a speakers’ bureau to provide information about the facilities.

    • The Parks Department has cut funding for Moutoux Park improvements to $40,000, $33,000 of which is needed for the electrical work. The cable fencing has halted the vandalism to the fields so far.

    • Howell Wetlands has no money to repair the vandalized portion of the boardwalk.

    • The beavers have returned to the Wetlands causing flooding of the E-VSC athletic fields. Discussion of divine right of beavers vs. school boards followed.

    • An anonymous donor has offered a substantial sum to the Golfmoor Athletic Association to fund construction of an athletic facility. Exact site is to be determined. Troy Nethery asked which of the two potential locations would benefit the largest number of children. This is one of the issues to be discussed at a WIA-sponsored public hearing to get neighborhood input.

The meeting was adjourned at 5:45 p.m.
