Board Meeting

President Fred Padget called the meeting to order at 11:35 a.m.

Secretary’s Report: Minutes of the January board meeting and the February general meeting were approved as submitted.

Treasurer’s Report: Bernice Sensmeier presented the February report and the 2002 budget. Linda Cleek moved that the budget be approved as submitted; Shelby Musgrave seconded. The budget was approved as submitted.

Land Use & Planning Committee: Michael Lockard reported:

  • The request for rezoning to expand the trailer park behind Schnuck’s has been withdrawn.

  • The BFI request to change their contract with Vanderburgh County in order to accept trash from outside the five-county metropolitan area was rejected by the Board of Zoning Appeals on March 21.

  • The proposed rezoning at 111 N. Red Bank Road is on hold while Use and Development agreements are negotiated. The primary concern of WIA and neighbors is that shopping center ingress/egress not be permitted from Red Bank Road.

  • Meetings will be held with attorneys representing Gene Hahn concerning the proposed rezoning on South Red Bank Road. There are concerns over drainage and traffic.

  • Frontier Liquor has filed for a permit to open a store in the small shopping center on the southeast corner of the Rosenberger/Expressway intersection. No details are available at this time.

  • Lockard met with County Commissioner David Mosby to discuss the possibility of having Carpentier Creek declared a legal drainage. Discussion of the past use and abuse of Carpentier Creek followed.

  • There is a 1989 study of traffic at the intersection of the Expressway and Red Bank Road. Most of the recommendations of this study have not been followed. Lockard suggested a new study be done before any further development in the area be allowed to proceed.

  • Padget and Lockard pointed out that action must frequently be taken quickly on land use matters and asked board approval to take actions consistent with those previously supported by the WIA board. Bill Harty moved that the president and land use chair be authorized to take actions consistent with those previously approved by the board when time does not permit a vote of the board. Musgrave seconded and the motion passed without opposition.

  • Doris Eicher asked if anything is happening with the Schutte/Expressway situation. Padget reported that nothing has happened recently and that we will continue to monitor rezoning requests.

  • Lockard suggested that WIA members visit the IDEM web site at www.ai.org/idem and look up Rule 5 in the Water Quality section. Rule 5 deals with storm water runoff, wastewater treatment, etc.

President’s Report:

  • UNOE is supporting creation of an ordinance requiring inspection of all rental properties.

  • WIA needs a second representative to UNOE (in addition to Padget). Anyone interested should contact Padget.

  • UNOE is now charging $20 annual dues for organizations. Musgrave moved and Sam Wentzel seconded that the WIA board approve the expenditure. The motion passed without opposition.

  • EUTS is working on the Transportation Improvement Plan (TIP) for 2003-2005. Other EUTS items:

    • a traffic light will be going in at Franklin and Mary Streets shortly.

    • Corps of Engineers permits have been issued for the Fulton/Lloyd intersection improvements

    • Funds have been allocated to begin grading and paving work on the Eickhoff Road extension in 2003-2004.

    • Traffic volume reports from 1986 and 2001 are available from EUTS. Padget has copies available for review.

  • National Night Out for the West Sector is Tuesday, August 6, at Garvin Park. The Executive Committee recommends WIA participation and Pat Conner has volunteered to head the effort. Wentzel moved, with a second from Conner, that WIA participate. The motion passed without opposition. Paul Farmer suggested that we gather materials from the Zoo, Burdette Park, and other west side attractions to distribute.

  • Shirley James brother passed away last week. Sensmeier reported that a sympathy card was sent on behalf of the association. 
  • Padget asked whether WIA has a policy on whether or not all members of committees must also be members of WIA. Several board members who are long-time WIA members reported that the practice has been to include non-members who have topical expertise on committees, with only the chair required to be a WIA member.
  • Operation City Beautiful clean-up days are scheduled for April 20, May 18, and June 15. Recycle Day is set for April 6, 8 a.m.-12 noon, at the west side Wal-Mart. The Tour de Bloom walk and bike ride will be held on June 8.
  • Mayoral candidate Curt John sent a questionnaire concerning neighborhood needs. Any city resident is welcome to pick up an copy and respond.

Neighborhood Reports: Dot Berning reported that the Mount Auburn Neighborhood Association plans to participate National Night Out. Musgrave reported that Poplar Grove will also participate. Those needing to register for NNO were advised to contact Dick McKasson at 401-7085.

Web Site: Cleek asked whether WIA board members are comfortable with having their addresses and/or phone numbers posted on the web site. After some discussion it was decided to post phone numbers but not addresses. Those with e-mail addresses can also have a link on the web site. There are enough aliases (forwarding addresses so that one’s own e-mail address is not revealed) for officers and committee chairs who want them.

West Sector Police Report: Cleek attended the March 21 West Sector meeting. Crime statistics were reported by the Beat Crime Prevention Officers. The meeting adjourned early so everyone could go home to watch IU beat Duke.

Committee Reports:

  • Parks - Berning reported that the attorney expected to appear at the last Parks meeting did not appear. He was to report on possible liability issues around WIA’s purchase or participation in the purchase of land to become Western Terrace Nature Preserve. The committee would like to have the issue resolved in time for an announcement on Arbor Day (April 26). In the following discussion it was pointed out that there are other land trusts besides the David Dale Owen Land Trust (which still does not have its 501 © 3 status) who might hold deed to the land. Wentzel moved that WIA donate the $2,000 purchase price for the land to be deeded to any appropriate land trust. Cleek seconded and the motion passed without opposition.

  • Fall Festival - no report

Other Business:

  • Farmer asked that WIA appoint a representative to the Vanderburgh County Soil and Water Conservation District citizens advisory committee that meets once a month. Padget asked that anyone interested contact him.

  • Wallenmeyer reported that Farm Bureau would like to cosponsor a candidate’s night this year.

  • The May general meeting will be held at USI. There will be a short web site presentation and other program ideas are invited. Berning suggested city arborist Sean Dickerson as a speaker.

The meeting was adjourned at 1 p.m.
