Board Meeting
Wednesday, June 23, 2004

President Fred Padget called the meeting to order at 4:10 p.m.

Secretary’s Report: After the following correction, minutes of the April meeting
were approved on a motion by Paul Farmer and a second by Wayne Gerteisen.
- Incorrect: National Night Out will be held at Garvin Park
on August 3. Joyce Moers will chair and Brenda Jeffers and Paul Farmer
volunteered to work on the program. Jeffers will also look into getting a new
sign for WIA. Sam Wentzel moved that WIA contribute $200 in support of NNO.
The motion passed without opposition after a second from Gillenwater.
- Corrected to: National Night Out will be held at Garvin
Park on August 3. Joyce Moers will chair and Brenda Jeffers and Paul Farmer
volunteered to work on the program. Jeffers will also provide a poster for NNO.
Sam Wentzel moved that WIA contribute $200 in support of NNO. The motion
passed without opposition after a second from Gillenwater.
Treasurer’s Report: Bernice Sensmeier presented the
treasurer’s report.
President’s Report: A written report (posted on the WIA Web site) was
distributed. Additionally, Padget reported:
- Comments on the Comprehensive Plan (posted on the Web site)
were submitted prior to the June 11 deadline.
- The City-County Unification Committee continues its study.
There will be a public input session on Wednesday, June 23, 7 p.m., at The
Centre.
- A thank you note was received from Breanna Herschelmann,
winner of the 2003 Farmer Family Scholarship. She will be attending Webster
College this fall.
- Michael Lockard has been re-appointed chair of the Land Use
and Planning Committee and resumes his seat on the WIA Board. The Area Plan
Commission reconsidered its position on allowing his participation in WIA.
Announcements
- Dot Berning and Mel Runge reported that the study of city
sewers for Mt. Auburn has the support of most neighbors. The study should be
complete in two-three months.
- Betty Baumgartner reported that a drug and alcohol
treatment facility is being proposed for the Chain neighborhood. Letters to
property owners were just received and no further information is available.
- George Kolb is hospitalized following surgery.
- The Lamasco Neighborhood Association is up and running.
Law Enforcement: Padget and Gillenwater both attended the June
West Sector Meeting. Padget recommended visiting the Evansville Police
Department Web site for updated crime information. Once again, the long awaited
Ohio Street warning light is planned for installation this year.
New Business – General Meeting Attendance: Recent attendance at general meetings
being very poor, Padget asked for suggestions on general meeting locations and
programs.
- Locations: St. Agnes, public schools, Howell Shelterhouse,
Mater Dei, Resurrection, USI (the public schools and Howell Shelter have fees
in the range of $100-$150)
- Programs: What’s new on the west side; USI past, present,
future (Linda Cleek will look into getting a USI speaker for the August
general meeting)
Committee Reports
- Web site—still there! Lockard mentioned the convenience of
using the WIA links page to get to other sites.
- Call—Berning reported the call committee reached or left
messages for all members prior to the May general meeting at which attendance
was actually lower than most board meetings.
- Membership—plans are going forward for the picnic on August
14. Activities will include horseshoes and volleyball.
- National Night Out—Joyce Moers reported that there will be
some children’s activities at the WIA table. Farmer offered the loan of UNOE’s
laptop computer for the event.
- Fall Festival—planning is on schedule.
- Scholarships—Thompson reported the next step is to send
checks to the Bursars of the colleges the 2003 winners will attend in the
fall. He will coordinate with Sensmeier to send the checks.
- Candidates Night—Farmer reported the event will be held at
6:30 on Tuesday, September 14, at St. Paul’s United Church of Christ. Loretta
Wallenmeyer offered Farm Bureau as a co-sponsor as in past years.
- Transportation—Padget reported the TIP should be complete
in the next few months.
- Pollution & Conservation—Brenda Jeffers reported in Trena
Roedel’s absence. The committee had its first look at the area proposed for a
park in the Owen development. Alice Rademacher of Wesselman Woods Nature
Preserve has joined the committee.
- Land Use—Padget and Lockard reported
- Developments such as the Walgreen’s proposed for St. Joe
Avenue sometimes take neighbors by surprise since official notifications go
to property owners, not renters.
- Lockard has numerous questions about the work going on
behind Backyard Burgers at Red Bank and Lloyd. There may be several
violations of DNR and IDEM regulations and there have been reports of damage
to neighbors’ properties.
- There was discussion of Use and Development Agreements
and whether promises made by developers at official meetings (e.g., Area
Plan, County Commission) and recorded in the minutes have the same
enforceablility.
- The migration of Rule 13 enforcement to the County
Engineer in November may improve our ability to have regulations and
agreements enforced.
- The alcohol permit for Zeller Tires (Red Bank & Lloyd) is
being appealed to the state.
- Parks—Shirley James reported
- Greenway Passage use is growing rapidly despite its
current “unconnected” state. Proof of this usage will be helpful in gaining
corporate and governmental support.
- The location of the new basketball facility in the 11th
Avenue area remains under discussion.
- Compensation from the state for the taking of the
Westside Nut Club Park along the Lloyd may amount to about $400,000.
The meeting was adjourned at 5:35 p.m.
