President DeAnna Outlaw called the
meeting to order at 4:01 p.m.
Announcements:
-
Joyce Moers’ mother recently passed
away. WIA donated $50 to Meals-on-Wheels in her honor, and we have received
a thank-you note. Outlaw read the thank-you from Joyce.

There will be a session of the
Citizen’s Police Academy starting in September. Contact the EPD if
interested. Sign-up information is on the EPD Web site at
http://www.evansvillepolice.com/Citizens_Academy.htm.

The newsletter deadline is August 1.
Secretary’s Report:
Minutes from the June board meeting were approved with the provision that the
statement about the Adopt-a-Spot needing to be watered everyday is incorrect.
The more realistic schedule is once a week, according to Dot Berning. Also, the
contribution from the West Side Nut Club was $25, not $50. After the revisions,
the minutes were approved on a motion from Brenda Jeffers and a second from
Carolyn Stagg.
Treasurer’s Report:
Fred Padget presented the report for June 2009. Spending the balance of the
Litter Patrol grant on safety vests, gloves, etc., was discussed and approved.
Padget also reported that Mesker Park Zoo has not cashed the $200 check we sent
them after the February meeting.
New Business:

National Night Out – Brenda Jeffers
reported on the need for about $30 for supplies for National Night Out.

Padget mentioned that the UNOE sells
ads in the Sparkplug Program and that we did a business card size ad last
year. Linda Cleek moved and Wayne Gerteisen seconded that we do the same
this year.

Committee Reports:

Adopt-a-Spot - Berning reported Mel
Runge is taking responsibility for working on the issues of getting water
and electricity to the corner.

Web site - no new developments.

Solid waste - Paul Farmer reported:
-
The June recycle day on the west
side was the largest volume ever.
-
Due to budget cuts, one position
is being cut from the Solid Waste office. The slowdown in the economy
reduces fees collected at the landfill.

The electronics recycle day was a
big success, but is expensive to operate.
-
Tox-Away Day is the most
expensive activity and is coming up on September 12 this year.
-
He also reported that Batteries
Plus (near the intersection of Diamond Avenue and St. Joe) recycles
batteries.

Bill Jeffers asked about the
scheduling of staff in the Solid Waste office given the demands on their
time to be out of the office in light of the cut of one staff member.
Farmer replied that no tax money supports this office, just dumping fees
($1.50/pound), and that there is considerable pressure from government
to cut expenses. The Advisory Committee is working on some
counterproposals for how to effect the necessary cuts. Bill Jeffers
asked that WIA send a letter in support of keeping all three positions
to the Vanderburgh County Solid Waste District Board. Berning moved,
and Gerteisen seconded that we do so.

UNOE - Farmer reported:

The next UNOE meeting will be a
workshop on how to use the GIS system.

The September meeting will be a
session with recently elected public officials.

Tom Barnett of DMD will present
the October program. Meetings are on the 4th Thursday of
each month.

UNOE is working on the area
trails coalition and will be doing a survey on walkable neighborhoods in
the near future. They are working with the national AARP and state
entities to support this effort. Discussion about sidewalks ensued,
ending in the announcement of the walkscore.com web site, which rates
the walkability of any given address.

Land Use - Fred Padget reported:

The requested rezoning of The
Korner from C2 to C4 is problematic because of the breadth of possible
usages.

Padget showed a drawing of the
design of the Shirley James memorial plaza on the Greenway passage and
described the educational aspects of the plaza.

Padget serves on the I69/I164
Gateway planning group. He also is on the Soil and Water Conservation
Advisory Group, and would like to see someone from Westside Improvement
replace him. The group meets one Tuesday evening per month.

West Sector – Ava Nix reported on the
meeting and a survey on how well informed neighborhood associations are
about meth issues. Outlaw and others reported a man in an older dark brown
van is stealing yard equipment, etc., on the west side.

Fall Festival – Outlaw reported she
has scheduled a committee meeting for Tuesday, August 18, at 5 p.m. at Red
Bank Branch Library, and there will be food. She has asked Aphrodite Hudson
to contact USi about getting students to volunteer, and Stagg will contact
Reitz and Mater Dei about volunteers.

National Night Out – Stagg reported
the NNO committee will be on the air on WIKY on Friday, July 31. The
proclamation will be announced at Garvin Park at 8:30 a.m. on Monday, August
3. NNO is Tuesday, August 4.
