Board Meeting
Wednesday, July 26, 2006

President Linda Cleek called the meeting to order at 4:01 p.m.

Secretary’s Report: Minutes of the June 28, 2006, meeting were approved
on a motion and a second from Nix and Euler.
Treasurer’s Report: Fred Padget presented the treasurer’s report for the
month of June 2006.
Padget also distributed “Westside Improvement Association, Inc. Financial
Practices.” Padget ask board members to examine our current financial practices
and bring back suggestions to the September 27 meeting. Padget stated that WIA
needs $1500-$2000 over and above what the organization has now. James explained
that in the past she put a limit on the amount of restricted funds that can be
taken out in order that the association would have financial security. Cleek
asked the Board to think about the following question: “Do we want to keep
contributing to it (restricted fund) as we have been?” Currently, the
contribution is 10 percent of profits. Padget replied that the 10 percent has
been running from the low 6 thousands up to the low 7 thousands.
Announcements and Comments
- Moers informed WIA that Burdette Park experienced some vandalism
to the bike trail. Signs were painted and then destroyed. In addition, rafts
and concession stand items were stolen. Law enforcement is now
investigating. James suggested that groups should approach the media and
work with UNOE to plan a “War on Vandalism.”
- James sent invitation to the Westside Nut Club, along with Keep
Evansville Beautiful and USI students, about helping pick up trash on the
west side.
- Outlaw announced that the next meeting of the Mayor’s Aquatic Task
Force will be Wednesday August 30.
- Farmer announced that Gail Riecken, Executive Director, Parks and
Recreation, will speak at the UNOE meeting, Thursday, August 27.
- Candidates’ Night is Monday, September 11. Farmer said he received
the list of candidates from Susan Kirk.
- Stagg announced that the Hill Top Association is planning a
rummage sale on Saturday, September 23, from 8 a.m.-1 p.m. at Pine Haven.
- Jeffers said that she thinks there needs to be a guard rail on
Nurrenbern Road across from the Discovery Lodge driveway. There is a deep
ravine across from the driveway, and guests are leaving the lodge at night.
Farmer moved that WIA support Jeffers in bringing the request before the
commissioners. Cleek seconded. Motion carried.
Old Business
- Cleek announced the Nominating Committee will be chaired by Moers
and that Musgrave, Padget, and Jeffers will serve on the committee.
- Cleek said the publicity for the Membership Picnic could include a
message that the dues for the 2006 year can be paid at the event. James
responded that WIA could also enclose a “Dues Invoice” in the first
newsletter of the year.
- Cleek suggested that since the August meeting will take place in
conjunction with the September Membership Picnic, committees could meet in
August.
- Moers announced that the Membership Picnic Committee met August 7
and finalized plans.
New Business
- Rick Davis of the Mt. Auburn Neighborhood Association has asked
WIA if it would write a letter of support for the STAG grant (State and
Tribal Assistance Grant). Farmer moved that WIA write the letter, James
seconded. Motion carried. This support letter is needed for matching funds.
- James announced that Lloyd C. Hahn passed away. She said the Mr.
Hahn contributed a $100 a year to WIA for many years. Shirley moved that WIA
donate $30 to in Mr. Hahn’s honor to St. Paul’s United Church of Christ.
Kolb seconded. Motion carried.
- James said that it is important that the west side monitor the new
sewer treatment plant in order that odor is contained. Carter responded that
WIA could invite the Health Department to monitor the treatment plant and
send reports to WIA. Musgrave said that Poplar Grove Neighborhood
Association is within three or four blocks of the sanitation facility. Cleek
asked Musgrave if he thought that Poplar Grove Association would invite the
Health Department and Sewer Department to its next meeting.
Committee Reports
- UNOE – Farmer reported
- On Thursday, June 22, UNOE meeting will host Roger Lehman, Building
Commissioner, and Greg Bryant, Code Enforcement Officer, with the
Department of Metropolitan Development.
- Gail Rieken, Parks Department Director, will speak at the July 27
meeting.
- Candidates’ Night will be held in September.
- October is School Board Candidates’ Night.
- Fall Festival – Outlaw reported
- Unused cooking oil from last year—Bonnie will check on amount.
- Cleek mentioned that clear cups for lemon shakeups might work as an
advertisement for the beverage.
- Parks – James reported
- The Rotary Club gave a $17,000 gift to Howell Park Wetlands Outdoor
Education Center.
- Wesselman Nature Society needs $1,188.22 for supplies for the
education activities at the wetlands education center. James moved to
help Howell Wetlands by awarding the grant request of $1,188.22 to the
Wesselman Nature Society. Farmer seconded. Padget asked if Lauren Preske
is requesting funds from other agencies—James said that she is. The
motion carried.
- Howell Park has questions about its swim team, which James hopes
will be addressed at the next Parks Board meeting.
- Land Use – Padget reported
- The Riverbend Association petitioned the Area Planning Commission (APC)
to rezone 10.9 acres from Commercial C-4 to Residential R-2.The property
is located at 2200 South Tekoppel Avenue between Koressel and Old
Henderson Road and west of the railroad.
- APC approved a proposed three-lot residential subdivision (5 acres)
on the north side of Hogue Road between Eickoff and Peerless Road.
- Padget attended the Smart Growth meeting and learned that a person
from Vectren Foundation donated money to protect green space or forested
land. Padget asked the organization to do something across from Tekoppel—the
Valley Watch land. He also talked with the group about protecting some
of the streams in the county.
- Dennis Owens is concerned about not being to get Dorothy Drive
closed. Padget said that for safety reasons he believes the drive should
be closed. City is reluctant to close because of liability. In addition,
there are sewer/septic problems. The Health Department is being called
to assess this situation.
- Transportation – no report
- Law Enforcement – Nix reported
- Monthly Evansville Police Department report was distributed.
- National Night Out – Stagg reported
- VFW Post 115 will perform the opening and closing flag ceremonies.
- Web site – no report
Next Meeting
The next Board meeting on September 27 at 4 p.m. will be held at Red Bank
Library.
The meeting was adjourned at 5:40 p.m.
