Board Meeting
Wednesday, July 24, 2002

President Fred Padget called the meeting to order
at 11:37 a.m.

Secretary’s Report: Minutes of the June meeting were approved on a motion
by Bonnie Kolb and a second by Shirley James.
Treasurer’s Report: Bernice Sensmeier presented the June report which was
accepted as submitted.
President’s Report:

UNOE has received notice of forthcoming funding
from the city. Once the funds are in place, planning will proceed for fall
seminars and other programs.

The Evansville Urban Transportation Study
report included:
-
Due to a fluke in funding formulas, an increase
in area population led to a decrease in funds for 2002. The formula will be
corrected for 2003 and beyond.

A proposal to change the approved west side
truck route from the current Tekoppel-Claremont-Barker-Becker-Lloyd to
Barker-Lloyd will be heard at the August 14 City Council meeting. Barker
Avenue residents are expected to oppose the change.

Property acquisition for the
Eickhoff-Koressel Road project continues with approximately five properties
left to acquire.

The train-on-track signals for Ohio Street
are still being talked about with no visible result to date.

Padget attended the June meeting of the
Vanderburgh County Soil and Water Conservation District, as did Martha Jo Peak
and Trena Roedel.

One of the topics discussed was the need for
educating homebuilders on handling storm water run-off. James suggested that
WIA monitor the home builders newsletter for up-to-date information.

VCSWCD deals with land disturbances of five
acres and more. The law will change to reduce the minimum to one acre next
year. Soil and Water Conservation districts are chartered to deal with
erosion but not to prevent it by dealing with drainage issues. It has no
strong enforcement powers.

The tree sale is coming up.

Bill Harty and Padget attempted to attend the
latest scheduling of the Jerry David hearing, but once again it was
postponed without notice. Judge Sylvia Wilcox advised that an intervention
should be filed, which Harty has done. James moved, and Sensmeier seconded,
that WIA also file a letter of intervention. Discussion on how to reach
various officials with our concerns followed.
Announcements:

Tox-Away Day will be held September 14, 9
a.m.-3 p.m. at Roberts Stadium.

A forum on sidewalks and alleys will be held on
July 25, 6:30-7:30 p.m., at St. Mary’s Riverside.

Tire Amnesty Day will be held October 12, 9
a.m.-1 p.m., at the Civic Center.
-
Terry Poag has left the Parks Department but
will continue to serve on the WIA board and on the Parks Committee.
-
Padget is planning to work on moving the WIA
files to Willard Library in the near future and welcomes assistance.

We are still seeking an assistant editor for
the newsletter. Submissions are needed by the first Friday of each month.

Dot Berning reported that Mesker Park Zoo
officials were pleased with the idea of WIA’s “name the owl” contest.
Unfortunately, the great horned owl passed away recently after unsuccessful
surgery to remove a tumor. It is unclear how long it will be before the Zoo
gets another great horned owl, as they are a protected species and only
injured individuals can be collected. Our underwriting year will officially
begin when a new owl is obtained.

Linda Cleek distributed draft copies of the WIA
brochure being prepared for National Night Out. Several suggestions,
corrections, and additions were noted. This version is a step on the way to a
more permanent promotional piece.
Committee Reports:

Fall Festival – one more day captain is still
needed. A training session for captains will be held in the near future.

Sam Wentzel is chairing the nominating
committee.

Pollution & Conservation – Trena Roedel and
Martha Peak reported that they are gathering more information on Carpentier
Creek. They recommended that our near-term efforts focus on a public awareness
campaign to lay the groundwork for the MS4 rule coming into effect next year.
Education for children’s groups, civic groups, government officials , etc.
Anyone interested in working on the committee is welcome.

Parks--James reported that the riverfront
construction of the Pigeon Creek Green way will begin this fall.

Land Use & Planning—Padget reported for Michael
Lockard

335 S Red Bank Road has been rezoned from R4
to C4 after completion of use and development agreements with the neighbors.

Jerry David has requested rezoning of 25
Dorothy Drive from R1 to C4. The Area Plan Commission will hear the request
on August 27; remonstrators are expected.

There has been a request to rezone 3109
Broadway from C4 to R2.
-
On August 5 City Council will hear a request
to vacate a section of Drier Boulevard off Broadway between Barker and
Claremont.

The Goebel request for rezoning at 4800
Middle Mount Vernon Avenue goes before the Area Plan Commission on August 7
and before the County Commission on August 19. An informational meeting for
neighbors was held in July with about 35 people attending. The major concern
expressed was drainage, with traffic concerns second. Discussion followed
concerning the likely problems of building on that site. Many of these
problems stem from inadequate treatment of drainage issues on nearby
properties.
Other Business:
James reported that the combination sewer study has been completed and the
following priorities have been identified:
The plan will be on view for public comment at
the Civic Center on August 1 and August 25.
