Westside Improvement Association
Board Meeting
February 4, 2009 (rescheduled January 2009 meeting)

President DeAnna Outlaw called the meeting to
order at 4:08 p.m.
Secretary’s Report:
Minutes from the September board meeting were approved on a motion from Fred
Padget and a second from DeAnna Outlaw, pending correction of the Transportation
report by Bill Harty.
Treasurer’s Report:
Fred Padget presented reports for November and December 2008, as well as a
summary of the WIA financial position annually going back to 1997. He presented
a proposed association budget for 2009. He asked for a motion to continue
membership in UNOE. Linda Cleek moved that we do so and pay dues this month. Mel
Runge seconded; the motion passed without opposition. Paul Farmer moved we
approve the budget. Runge seconded and the motion passed without opposition.
Announcements:

Terry Berning, WIA member and husband of
board member Dot Berning, fell and broke his hip.

No newsletter in February due to widespread
power outages.

Richard James passed away. Westside
Improvement Association is named in the Shirley/Richard James will. The
amount is yet to be determined.

Paul Farmer thanked the board for sympathy
cards on the recent death of his brother.

We still need a new representative to the
Soil and Water District.
-
We need a WIA representative to UNOE.
New Business:
Outlaw proposed we hold the general meeting in
March instead of February, moving the March board meeting to February. The
general meeting will be held on Thursday, March 19; the February board meeting
will be Wednesday, February 25. Board meetings will be held January, February,
April, June, July, August, September, and October.
Old Business:

Shirley James Memorial – contact was made
last year with the management of Howell Wetlands. Cleek will get back in
touch with them and try to arrange something for the February board meeting.

Litter Patrol Grant – we have to use the
money for clean-up activities and equipment, youth must be involved, and the
project must be documented. There was discussion of scheduling a work day at
the Adopt-a-Spot this spring.

Country road repair list – Padget mentioned
the annual report of bad county roads for the County Commissioners. Jeffers
will check to see if meetings are planned this year.

Newsletter paper—Padget explained that it is
nearly impossible to find 11x17” canary yellow recycled paper. The paper we
are using has some recycled content, but not enough to carry the recycled
designation.

501c3 Conflict of Interest Rules – Padget
explained new federal rules governing 501c3s. While many of the rules do not
apply to WIA, some do, particularly requirements for conflict-of-interest,
document retention, and whistleblower policies. Copies of sample documents
were distributed. There will be discussion at the next board meeting.
Committee Reports:

Web site – Cleek reported the newsletters are
now being posted on the Web site.

Historian – Outlaw told Aphrodite Hudson that
she, Padget, and others, will help her get organized.

Solid Waste – Paul Farmer reported there will
be a recycle day the first Saturday of each month at the old Wal-Mart. They
are still collecting glass, but have no market for it.

UNOE – Farmer reported the topic at the next
UNOE meeting will be heart health and the Komen Race for the Cure. He talked
about the Bank on Evansville program, an effort to assist the unbanked.

Transportation/Environment – Rockwood
reported there are problems with visibility at the Fulton-Lloyd intersection
and that INDOT will be experimenting with better markings when the weather
improves. Once again, there is reported progress on the Ohio Street train
notification work, but nothing has been done yet. The Indiana Bike Coalition
is making temporary bike parking available for events. Rockwood will look
into scheduling a bike ride for Earth Day.

Parks – no report.

West Sector Police Report – Ava Nix reported
on crime statistics and the recent move to a new facility.

Land Use –
-
Padget reported on the meetings that have
been held concerning the proposed Majestic Place rezoning request.
The developers are looking into the requests and will bring back a new
proposal. Padget anticipates several months passing before the new
proposal goes to Area Plan Commission.

The Ramsey Development proposal –
Evansville Health Campus—is proposed for the other side of University
Parkway. They met with the neighbors, who were mostly concerned with
having a barrier of some sort. The overall proposal seems acceptable.
Ramsey is seeking C-1 zoning for one small part of the parcel, with the
stated purpose of building medical offices. Padget is lobbying for a
lower-level zoning that would allow for medical offices but restrict
more commercial operations.

The proposed Westside annexation is being
opposed by a group led by Don Day. They need to have petitions signed by
at least 65% of the residents in the proposed zoning area in order to
appeal.

The Smart Growth group is working to
revamp zoning laws in Vanderburgh County. They would like to require
tree islands in parking lots over a certain size.

Fall Festival – Outlaw has plans to further
improve the booth with permanent shelving.
