Board Meeting

President DeAnna Outlaw called the meeting to order at 4 p.m.

Minutes from the July meeting were approved on a motion from Fred Padget and a second from Carolyn Stagg.

Treasurer’s Report – Fred Padget gave the report. He reminded us we must spend the rest of the Litter Patrol grant appropriately as soon as we can.

Committee Reports:

  • Web site—Linda Cleek reported the National Night Out presentation done by Brenda Jeffers is posted.

  • Nominating—Joyce Moers presented the list of nominees and board members. They will be presented at the picnic and voting will take place at the annual meeting in November. We need at least two more willing to serve on the board.

  • Picnic—Moers reported on plans for the picnic on September 19. Once again, RC is donating the drinks. Flyers will be mailed. Discussion of a guest speaker followed. Padget suggested having Evie the Litter Dog be there.

  • Adopt-a-Spot – Dot Berning passed around pictures of the Spot.

  • Membership – Berning offered to accept dues from anyone who’d like to pay today.

  • West Sector – Ava Nix. The monthly safety topic was back-to-school. Police calls were up from August 2008.

  • UNOE – Paul Farmer. The next UNOE meeting will be a workshop on how to use the GIS system. The September meeting will be a session with recently elected public officials. UNOE is partnering with Bank on Evansville to provide training.

  • Scholarship – Carolyn Stagg recommended that the scholarship program be run in the spring instead of fall because students aren’t thinking about them yet in the fall. In the following discussion several people agreed that fall is not a good time to get applications. Farmer moved and Dave Rockwood seconded that we move the process to the spring, with the awards made at the first general meeting of the year. The motion passed.

  • Transportation – Bill Harty has been to the Safety Board to talk about needs for stop signs, etc., None of the requests were granted. There are some intersections along St. Joe that need better visibility. The Drone’s operation near the Five Points intersection is in violation of APC rules vis a vis signs and parking bumpers.

  • Solid Waste—Councilman Melcher received the letter concerning staff cutbacks and read it into the minutes. Unfortunately, however, the staff cutback is going ahead. Some recycling days will be eliminated in the coming year, but none of those offered on the west side, as they continue to be the most successful. Many of the electronic firms are now recycling electronic devices, which will help.

  • Land Use--Padget reported:

    • The city and county are changing the ways the APC can enforce zoning regulations. Right now, APC has to go to court to do more than just send a warning letter.

    • The Altstatdt Plumbing rezoning on New Harmony Road is for the purpose of getting additional parking, etc. The issue was continued pending a new U & D limiting the use of the property as commercial only to the current owner.

    • The Korner rezoning was continued for another month, pending development of a U & D to limit the types of businesses that can be there. They have now missed the deadline so the future is uncertain.

    • Majestic Place – will be heard o September 10. The commercial section has been reduced to about 80 acres, most of the C4 has been backed down to C2; major buffer areas have been added to the plan; the section adjoining the residential will be developed as R2. All the existing lakes will be maintained. The U & D includes almost everything the remonstrators have asked for. Padget believes we should no longer oppose the rezoning, as Gene Pfeiffer has a strong background in environmental reclamation and is trying to do things right.

    • The Shirley James Gateway Plaza, to be use west of Fulton off the Lloyd, should be finished and dedicated in October.

    • The nice red CSX bridge will be dedicated as the Joan Marchand overlook. There are efforts underway to get the bridge that’s still in use painted to match.

    • Greenway construction is moving ahead and should reach about 6.5 miles by the end of next year. There have been some cave-ins near Garvin Park, which are being repaired.

    • The Trails Coalition is getting organized, setting up committees, etc. They will become a 501 c 3 and conduct fundraising.

  • Environment – Dave Rockwood will organize another kids’ litter patrol day, probably in late October. The target age group is 8 and up.

  • Fall Festival – Outlaw passed around a schedule for booth shifts. The menu will be the same as last year, with some improvements in equipment. Prices will stay the same as year. John Dillingham has offered to donate ice for the Fall Festival this year. Arrangements will be made to deliver and store the ice.

Old Business: None

New Business: Padget is working on developing a historical document listing WIA officers and award winners. He requested that anyone having documentation on any of these items share these with Padget.
