General Membership Meeting

President Fred Padget called the meeting to order at 7:05 p.m.
Secretary’s Report: Minutes of the May 2003 general meeting were approved
upon a motion by Sam Wentzel and a second by Paul Farmer.
Treasurer’s Report: Bernice Sensmeier presented the treasurer's report.
Trena Roedel asked about the status of the WIA membership check to the Wabash
Heritage Trust. Sensmeier reported that the check has not been cashed. Wentzel
will follow up with Wabash Trust officials on the status of the check.
President’s Report:
• A written report (attached) was distributed.
• Candidates Night is September 9. Thirteen candidates have accepted, including
mayoral candidates Russ Lloyd and Jonathan Weinzapfel.
• The Parks Committee has changed its meetings to WHERE & WHEN.
Committee Reports:
• Website – Linda Cleek brought pointed out a laptop computer running the WIA
Web site and invited everyone to take a look after the meeting.
• Call Committee – Dot Berning reported that most people respond favorably to
being called but that it doesn’t seem to produce attendance.
• Fall Festival - Bonnie Kolb reported that day captains are needed for Thursday
and Friday and workers for all day Friday. Transportation – EUTS is currently
developing is Transportation Improvement Program (TIP) and will have results for
community comment soon. Transportation chair Jim Gillenwater has been meeting
with city officials to try to secure the return of bus service to Howell.
• Pollution & Conservation – Trena Roedel reported:
o Roedel introduced several of her committee members who have been assisting
with the Project Wet presentation and Carpentier Creek project.
o Dennis Owen, who is developing land on both sides of the Expressway near
Rosenberger, has offered to donate about two acres for a mini park that might
eventually be connected with the Greenway. Owen is working with DNR to put much
of Carpentier Creek back to its original channel.
Bill Harty stated that there are problems with dust and mud from the
Rosenberger/Hogue development.
o Committee members will contact neighbors for opinions about the proposed park.
o In response to citizen complaints about a project along Old Henderson Road, a
re-inspection by DNR has been requested to make sure that the project is
proceeding as permitted. DNR is running about six-eight weeks behind on
re-inspections.
o USI is doing some work on creeks and a new lake on campus. This may require
DNR permits.
o The new proposed ordinance on soil erosion and development is available on the
Vanderburgh County Surveyor’s Web site, www.vanderburghsurveyor.com.
o Roedel and Padget met with County Engineer John Stoll concerning the
Carpentier Creek study. County Commissioner David Mosby has asked the survey be
extended to include Bayou Creek. The current Carpentier Creek study does not
cover areas inside the city.
o Project Wet activities were presented at National Night Out earlier in August.

o Residents of Red Bank Road near the Expressway may form a neighborhood
association.
• Transportation – In the absence of chair Jim Gillenwater Padget reported the
EUTS TIP and intersection crash study have been issued and will be detailed in a
future newsletter.
• Land Use – Padget distributed written reports and mentioned one zoning
proposed for a 22-home subdivision at Hogue and Boehne Camp Roads. Details are
not yet available from the Area Plan Commission.
Announcements:
• Tox-Away Day will be Saturday, September 13, 9 a.m.-3 p.m. at Roberts Stadium.
• The heavy trash pick-up schedule is now available from Browning-Ferris.
• Fifth Third plans to build a new banking center where the old Centennial
School is and will close their Franklin Street Branch. A new Walgreen’s will be
built in part of the former Mead Johnson parking lot at St. Joe and the
Expressway.
• There is no news about the Hickory Lake apartment complex on Middle Mount
Vernon Road, although building is progressing.
• There is no new information about the apartment development proposed for
Schutte and the Expressway.
Program: Detective Jerry Tooley of the Evansville Police Department Narcotics
Division presented an interesting and informative program on clandestine meth
labs, how to detect them, and the importance of reporting them. Since the
process of “cooking” meth involves explosive and flammable substance, the simple
existence of a lab threatens those around it.
Adjournment: The meeting was adjourned at 10 p.m.
