Board Meeting
April 23, 2008

President DeAnna Outlaw called the meeting to order at 4 p.m.
Secretary’s Report: March minutes were approved on a motion by Fred
Padget, seconded by Brenda Jeffers.
Treasurer’s Report: Padget reported on Association accounts and balances.
The change of insurance carriers is saving us approximately 50% per year.
Guest Concerns: Heard City of Evansville is trying to annex parts of the
Westside, but hasn’t been able to get official verification. There was
discussion of how to go about fighting annexation. No petition drive can be
launched until an annexation is filed.
Announcements:

Aphrodite Hudson has volunteered to serve as
WIA’s historian.

May general meeting: there was discussion of
how to find St. Agnes for the meeting. Linda Cleek mentioned that Professor
Doss is knowledgeable on earthquakes and that might spur some interest.

Padget pointed out that the Early Childhood
Literacy Coalition will help throw Literacy Parties for kids up to five
years old.

At the last UNOE meeting information was
presented on homelessness in Evansville. There is a particular problem with
underage homelessness. Padget suggested WIA endorse the campaign to wipeout
homelessness in Evansville in the next 10 years. Farmer moved and Runge
seconded that WIA endorse the campaign.
Committee Reports:

West Sector Crime Report - Ava Nix. Crime
rates are increasing as the weather gets warmer. Everyone is reminded to
secure their property in order to lessen crimes of opportunity. A house
numbering blitz will be conducted May 12-16. Anyone who would like to have
numbers painted on their property should contact the West Sector Police
office. They will also paint numbers on buildings facing alleys.

Web Site – Linda Cleek – updates are ongoing.

Solid Waste District – Paul Farmer. The
Westside recycling days continue to be the most productive in the county.

UNOE – Farmer. Reminded the group that WIA’s
membership application needs to be completed before May 1. The next general
meeting is April 25 with Dr. Vince Bertram as the speaker.

Transportation – Bill Harty – contacted INDOT
about the truck traffic on the Lloyd with no result. There has been no
progress on the issue of part of Franklin Street being closed. Improvements
to the intersection of Hogue Road and Vanness have been completed and are
very helpful. There are traffic counts going on around Five Points
intersection. Cleek mentioned that the proposed gas pipeline for
Bristol-Myers work should be done before the work is completed on St. Joe
and surrounding areas.

Environmental – Dave Rockwood was not
present.

Membership – Dot Berning and several other
WIA members manned an information day at Buehler’s Buy-Low on March 12. One
new household membership (Rick Koehler) was acquired, and more than 50
newsletters were distributed. We will plan to hold another such day at
Schnuck’s later this year.

Adopt-a-Spot – Berning reported the committee
met earlier today and plans to hold work days Thursday and Friday this week.
She requested that WIA make a contribution to Westside Youth Baseball as
they have been generous in providing water. She will find out if they
actually have to pay for the water. Farmer pointed out that we can apply for
a $250 grant from UNOE since we have kids helping with the Litter Patrol.

Media – Carolyn Stagg said not much is
happening right now.

Land Use - Padget reported the only rezoning
in our area is a corrective downzoning. The City has finally moved forward
on compliance with storm water control mandates. Joyce Moers asked whether
there has been progress on putting a light at Red Bank Road and Upper Mt.
Vernon. There may be a four-way stop rather than a traffic light.
New Business:

Outlaw suggested we appropriate funds for the
use of the historian. Jeffers suggested Hudson create a wish list for the
next meeting. She will do so.

By-Laws update – Copies of the recommended
changes were distributed. Outlaw went through the changes. The issue of the
size of the quorum for general meetings was discussed. Farmer moved and Mel
Runge seconded that we set the quorum at 25. It was agreed that the changes
will be presented to the general membership as amended.
The meeting was adjourned at 5:30 p.m.
